A.
Compliance with section prerequisite to occupancy or leasing. No person shall occupy as owner-occupant or let to another for occupancy any dwelling or dwelling unit, for the purpose of living, sleeping, cooking, or eating therein, which does not comply with the requirements of this section.
B.
Kitchen sink. Every dwelling shall contain a kitchen sink in good working condition and properly connected to a water and sewer system according to the standards set forth in this section or any rules or regulations promulgated under this section.
C.
Water closet. Every dwelling unit, except as otherwise permitted under Subsection D, shall contain a room which affords privacy to a person within such room and which is equipped with a flush water closet and a lavatory basin in good working condition and properly connected to a water and sewer system according to the standards set forth in this section or any rules or regulations promulgated under this section.
D.
Bathroom. Every dwelling unit shall contain, within a room which affords privacy to a person within such room, a bathtub or shower in good working condition and properly connected to a water and sewer system according to the standards set forth in this section or any rules or regulations promulgated under this section.
F.
Water heating facilities. Every dwelling shall have supplied water-heating facilities which are properly installed, and maintained in safe and good working condition, are properly connected with the hot water lines required and are capable of heating water to such temperature as to permit an adequate supply of water so that it may be drawn at any time at every required kitchen sink, lavatory basin, bathtub, or shower at a temperature of not less than 120° F.

Plumbing Code.[1]
(1)
No dwelling or dwelling unit shall be deemed to comply with the requirements of this chapter relating to plumbing and plumbing fixtures unless it complies with the Plumbing Code of the City.
(2)
Any additions or alterations to the plumbing or plumbing fixtures of dwellings shall be in accordance with the Plumbing Code of the City.
I.
Means of egress. Every dwelling unit shall have access to at least two remote means of egress at ground level which are, at all times, unobstructed; an unobstructed window may serve as one such means of egress. This shall not be required for apartments at ground level having less than 250 square feet of habitable floor area.
