All Village property pertaining to the Water Department and
the personnel hired to operate the same shall be under the control
and direction of the Village Board, and this authority shall be exercised
through the Water Commissioner.
Rates for the use of water, charges for the installation of
services, for a meter, for testing, for fire service or for other
special services and penalties shall be set, from time to time, by
resolution of the Village Board of Wolcott.
