Pursuant to the authorization contained in Public Act 00-222,[1] the Town of Putnam does hereby establish a Local Scholarship Fund to provide financial assistance for post-secondary education for residents of the municipality.

The Putnam High School Scholarship Committee is hereby designated and authorized to select annually the scholarship recipients. The Town of Putnam is hereby authorized to designate on its municipal motor vehicle property tax bill a place to check off donation amounts to the Local Scholarship Fund pursuant to Public Act 00-222, subject to the approval of the Office of Policy and Management. The Town Treasurer is hereby authorized to deposit all monies collected as a result of the check-off in the Scholarship Fund, and the Treasurer may accept additional donations from any other source for the purpose of funding the Scholarship Fund.
The Board of Selectmen shall, subject to the advice of the Town Treasurer as to available resources, set the amount and number of scholarships to be awarded each year by March 1 and shall promptly transmit the amount and number of scholarships available to the Putnam High School Scholarship Committee, so that the scholarships can be awarded for the succeeding academic year. One or more of such scholarships shall be awarded annually, subject to such particulars as the Board of Selectmen by resolution may set, but in no event may the scholarship awarded exceed the existing funds available as reported by the Town Treasurer. Should the Putnam High School Scholarship Committee be unwilling or unavailable to make awards for this scholarship, the Board of Selectmen may, by resolution, designate another appropriate Town board or committee to fulfill this duty, or create a new committee to discharge the duties of the Scholarship Committee as set in the Public Act and this article.
