A. 
No person shall post or in any manner affix any bill, placard or notice upon any fence, wall, tree, or private building in the City, without the consent of the owner thereof, nor upon any building, sidewalk, curbstone, fence or post belonging to said City or upon any telegraph, telephone, fire alarm or electric light pole, without the consent of the Public Works Director, except that the Highway Committee may, for such fee as it shall deem proper, authorize any person pursuing the calling of a bill poster to erect and maintain within the limits of said City, at such points and in such manner, and for such length of time as said Committee may prescribe, boards or posts upon which to post bills and notices in the exercise of his calling.[1]

B. 
Any person offending against any of the provisions of this section, and any person who shall tear down, remove or deface any bill, placard, or notice posted in conformity with this section, shall pay a fine of not more than $10 for each offense.
A. 
No person shall distribute, throw or drop, or cause to be distributed, thrown or dropped in any of the streets or public places of said City, any posters, handbills, advertising cards or other substance used for the purpose of advertising.
B. 
Every person violating any of the provisions of this section shall forfeit and pay a penalty of not more than $25 for every such offense, and may be prosecuted before the City Police Court for each and every violation of this section; and upon conviction thereof shall be punished by a fine not exceeding $25.
