The Town of Putnam shall charge building permit fees based upon square footage of construction and the following table:

The total fee shall be calculated by multiplying the cost of construction as determined from the foregoing table by a fee of $11.16 per $1,000 or a multiplication factor of 0.01116. The fees for commercial and industrial spaces shall be the same as for living spaces. The minimum fee for the issuance of any permit shall be $25, specifically including any mechanical, electrical, plumbing or similar permit. For any work not specifically specified herein, the Building Official shall make a good estimate of the cost of construction and shall apply the $11.16 per $1,000 cost to said estimate.
B. 
The amount specified for commercial and industrial spaces under the table under § 206-3 of this article shall be considered minimum fees. If the estimated cost of construction submitted by the applicant shall exceed such estimates, the Building Official shall use the estimated costs as submitted for commercial and industrial construction, in which case the $11.16 per $1,000 charge shall apply to the estimated construction cost.
The formula shall be number of square feet x applicable square footage charge for construction x 0.01116.
For commercial or industrial construction, the Town reserves the right to charge a surcharge on any such application. The amount of the surcharge shall be the actual cost to the Town of any referral to outside architects or engineers to review any proposal which, in the opinion of the Building Official, requires additional professional review.
