For purpose of this article, the following words and phrases
shall have the following meanings:
Any person, firm, corporation or public utility opening or
causing to be opened, altered, improved or changed any street or proposed
street in the Town of Putnam.
The Board of Selectmen of the Town of Putnam or their authorized
agent.
A Connecticut licensed professional civil engineer or surveyor.
The Town Meeting of the Town of Putnam.
The Planning Commission of the Town of Putnam.
Any street, avenue, lane, road, highway, boulevard and any
other public right-of-way existing or proposed for dedication to and
acceptance by the Town of Putnam for public use.
PRIMARY STREETAny street designed to accommodate a daily traffic flow within 20 years of 1,000 or more trips per day. It shall also include streets serving industrial and commercial properties.
SECONDARY STREETAny street designed to accommodate a daily traffic flow of fewer than 1,000 trips.
The current Subdivision Regulations of the Town of Putnam,
as amended.[1]
No person, firm or corporation shall open or cause to be opened,
altered, improved or changed any existing or proposed street in the
Town of Putnam prior to received a permit for same from the Board
of Selectmen. Said permit is nontransferable and may be revoked if
any of the provisions of this article are violated. Willful refusal
of any permittee to stop construction after receiving notice of revocation
shall be deemed a violation of this article.
A.
Whenever
any street is proposed as required by the Subdivision Regulations
of the Town of Putnam, the applicant/permittee shall present to the
Board of Selectmen the following plans as prepared by an engineer/surveyor:
(1)
Two certified copies of the street layout plan.
(2)
A road profile.
(3)
A plan or plans showing proposed utility locations, test pit data,
grading, paving, curbs and drainage areas, including storm drainage
structures and specifications.
(4)
An application for a street permit on forms provided by the Board
of Selectmen.
(5)
In those instances where Planning Commission approval is required,
the applicant/permittee shall certify on forms provided that said
approval has been obtained prior to the Board of Selectmen's
issuance of a permit.
B.
Building permits shall not be issued prior to issuance of a street
permit by the Board of Selectmen.
A.
Streets and improvement bond. Prior to the issuance of a permit,
the applicant/permittee shall certify that a road surety in an amount
to cover all required improvements has been provided to the Town.
B.
Maintenance bond. Prior to the acceptance of said street by the Town,
the applicant/permittee shall provide a maintenance surety or bond
which guarantees for a period of one year to indemnify the Town against
defective materials and/or workmanship the improvements installed
as required in said permit. Said surety shall be in the amount of
25% of the road construction costs. Said surety shall be released
by the Town after one year if any defects arising from said improvements
have been corrected.
B.
Drainage.
(1)
All areas behind curbs shall be constructed so that control of surface
water is maintained.
(2)
Catch basins and pipe of a minimum diameter of 15 inches shall be
installed at all intersection corners, and catch basins constructed
upon streets shall be at locations as designated by the Board of Selectmen.
(3)
All catch basins shall be connected in such manner to cause a continuous
flow of controlled surface water and subsurface water to an ultimate
destination of natural flow, pond, brook or river.
(4)
All drainage pipe shall be, as a minimum, reinforced concrete or
asphalt-coated corrugated metal.
(5)
The depth of storm sewer pipe shall be determined by the Board of
Selectmen.
C.
Utilities. All utilities shall be in place before final grading of
streets.
D.
Paving. All streets shall be paved to the full roadway width with
bituminous concrete and in accordance with the following:
(1)
Prior to placement of the two-course bituminous concrete, the underlying
base course shall be brought to the planned proper grade and cross
section and compacted with a minimum eight-ton wheel roller.
(2)
The first course shall consist of a bituminous concrete binder course
Class 1A laid in accordance with State Highway Department specifications
and compacted with a steel-wheel roller weighing not less than eight
tons.
(3)
Said first course shall be compacted to a thickness of two inches.
(4)
The second course shall consist of a bituminous concrete surface
course Class 2 laid in accordance with State Highway Department specifications
and compacted to a thickness of one inch with an eight-ton roller.
A.
The applicant/permittee agrees to notify the Board of Selectmen at
least 24 hours in advance of each phase of the work.
B.
All written instructions and/or orders of the Board of Selectmen
shall be complied with.
C.
The Board of Selectmen shall have a right of inspection of and access
to all phases of the work.
For work in existing roads, permits shall be issued as follows:
A.
Upon certification by the Board of Selectmen that the conditions
of this article and other street regulations of the Town of Putnam
have been complied with, the Board of Selectmen shall recommend acceptance
to a Town Meeting.
B.
Acceptance of streets shall be by resolution and shall be noted upon
the permanent records of the Town.
Any person, firm or corporation who or which shall violate any
provision of this article shall be deemed guilty of a misdemeanor
punishable by a fine of not more than $100. Each day that a violation
continues shall be deemed a separate offense.
