It is the purpose of this chapter to set forth in one place
a comprehensive regulation for the use and control of all Town-owned
property under the jurisdiction of the Putnam Parks and Recreation
Department and the Board of Selectmen, also including those properties
under the specific control of the Putnam Board of Education, the Putnam
Public Library, the Putnam Water and Sewer Authority, and the Putnam
Special Services District (hereinafter referred to as "another governmental
entity"). It is the intention of this chapter to provide for the use
and enjoyment of Town facilities by all of Putnam's citizens
on a comprehensive and organized basis.
This chapter does not purport to limit or reduce the power of
the Town Parks and Recreation Department pursuant to the provisions
of Chapter VI, Section 12, of the Town Charter, or the power of the
Board of Selectmen pursuant to Chapter IV, Section 4, of the Town
Charter to enact additional or supplemental regulations not inconsistent
with this chapter over property over which they may have power or
control, or the power of the Board of Education, pursuant to Connecticut
General Statutes, the power of the Water and Sewer Authority, pursuant
to Chapter VI, Section 16, of the Town Charter, the Library Board,
pursuant to the Connecticut General Statutes, and the power of the
Putnam Special Services District, pursuant to the provisions of Chapter
IX of the Town Charter.
A.
Properties
under the supervision and control of the Putnam Parks and Recreation
Department shall include Murphy Park, St. Marie-Greenhalgh Field,
the Youth Soccer Complex, Simonzi Park, Rotary Park, Tennis/Basketball
Courts, Veteran's Park, and the Owen Tarr Sports Complex, together
with the River Trail, including Miller Park, Chase Street Playground,
Kings Field, Dowell Open Space Property, together with such additional
land as may be designated by the Board of Selectmen from time to time.
B.
Parking
areas.

(1)
The
Putnam Parks and Recreation Department shall have authority and control
over the parking areas associated with the facilities under the control
of the Parks and Recreation Department, specifically including control
of parking at Murphy Park and the Owen Tarr Sports Complex. The Parks
and Recreation Department shall adopt such rules and regulations and
post said property with said parking rules as it deems appropriate,
provided that:

(a)
No semi-tractor/semi-trailer or truck exceeding five tons shall be
parked in such facility unless the Recreation Director has given a
specific written permit for a vehicle associated with a specific athletic
event.
(b)
The Recreation Department shall have the right to limit the number
of hours a vehicle can be parked continuously at any of the facilities
under its jurisdiction as well as the right to limit parking to those
individuals attending or associated with a specific recreational activity
or event.
(c)
The Parks and Recreation Department shall make reasonable accommodations
with the Historical Society or any subsequent lessee of the Town-owned
building presently occupied by the Historical Society at the southeasterly
corner of the Owen Tarr Sports Complex for parking for its events
and activities.
(d)
In no event shall any parking area or other area maintained under
the authority of the Parks and Recreation Department be used for the
storage, maintenance or repair of any motor vehicle except vehicles
owned by the Town of Putnam.
(e)
Notwithstanding any of the provisions of this section, overnight
parking of private passenger vehicles shall be permitted during any
period of snow emergency or parking ban as designated by the appropriate
Putnam governmental authority.
(2)
For
the purposes of this section, the parking area associated with the
Owen Tarr Sports Complex shall include both the parking area on the
westerly side of the athletic fields and grounds and the parking area
southerly of the athletic fields and grounds southerly to Bolles Street.
Any other Town properties not excluded as property under the control of another governmental entity pursuant to § 291-1 of this chapter, or under the control of the Parks and Recreation Department pursuant to the provision of § 291-3 of this chapter, specifically including all Town-maintained parking lots, shall be considered to be miscellaneous Town property under the control of the Mayor and Board of Selectmen (hereinafter referred to as "the appropriate governmental authority").
Rules for the use of facilities under the control of the Putnam
Parks and Recreation Department shall be as follows:
A.
All requests for the use of facilities under the charge of the Town
of Putnam Parks and Recreation Commission will be done through the
Director of Parks and Recreation at least 14 days prior to the date
of requested use, but not more than 60 days prior.
B.
All organized athletic teams and other leagues will submit a complete
schedule of games to the Director 14 days prior to the scheduled beginning
of the league. All special games, playoffs and/or tournaments will
be cleared through the Director.
C.
All requests for concessions at any facility under the charge of
the Parks and Recreation Commission will be in writing to the Director
at least three days prior to the Commission meeting which occurs immediately
before the requested use date. Upon approval by the Parks and Recreation
Commission, the concessionaire will sign a concession and vending
agreement in the office of the Town Clerk. All necessary permits and
certificates of insurance will be submitted before final approval
for the concession is granted.
D.
An organization having extended use of a Town facility, such as the
Putnam Little League, Inc., may not sublet the facility it has use
of to another organization. Each user must apply to the Director in
the manner set forth above.
E.
Any user who must postpone or cancel an event will contact the Director
immediately to notify him of the postponement or cancellation, and
will request dates from the Director for rescheduling the event.
F.
Use of facilities under the charge of the Town of Putnam Parks and
Recreation Commission will be granted only after the above stipulations
have been adhered to by the individual or organization requesting
the facility.
The following rules apply to all municipal property:
A.
The possession, sale or consumption of alcohol is hereby expressly
prohibited on all Town property, except for special events for which
the Board of Selectmen have, for due cause, voted to grant a waiver
from this prohibition and to allow serving alcohol on such terms and
conditions as the Board of Selectmen may authorize for that specific
event.

The
Selectmen may allow the sale of liquor as part of a formal written
lease with a tenant holding a valid State of Connecticut restaurant
liquor permit.

(2)
The
Selectmen may allow the consumption of liquor as part of a formal
written lease with a tenant who holds a special permit for patio/outside
seating. If such permitted facility permits alcohol consumption on
a BYOB ("bring your own bottle") basis, alcohol consumption shall
be limited to those times when the holder of a valid State of Connecticut
restaurant liquor permit could offer liquor for sale, and under all
the guidelines and requirements of the Putnam Special Services District
and the State of Connecticut Liquor Control Commission.

B.
The use of Town property for roller and/or blade skating, bicycling,
and/or use for any type of motorized recreational vehicle is hereby
limited to those areas which have been specifically designated by
either the Board of Selectmen or the Recreation Commission for those
specific activities, and then only during such hours and in such portions
of the facilities as may be designated by the appropriate governmental
authority.
C.
The commercial sale of goods and/or services at any Town property
is hereby expressly prohibited, except upon such special occasions
or at specific locations and under such terms and conditions as may
be authorized by the appropriate governmental authority.
D.
The Town of Putnam's sidewalks are maintained for the convenience
of its citizens and visitors and no one shall place any object, structure
or sign on the sidewalk in a manner so that it might create a nuisance
or obstruct the flow of pedestrian traffic on the respective sidewalk,
or to a motorist's sight line. No sign shall be placed or allowed
to remain on any sidewalk, which is not the subject of a duly issued
zoning permit from the Town of Putnam Zoning Enforcement Officer,
and no work, specifically including the painting, construction, reconstruction,
repair or painting of goods, shall be allowed on any public sidewalk.
Any failure to remove such a sign at the request of a Putnam police
officer or other enforcement agency designated by that appropriate
governmental authority shall be a violation of this chapter.
E.
Dogs or other animals are not permitted on Town property, except
for areas designated as appropriate by the governmental authority.
In any situation in which dogs or other animals are permitted, they
shall be restrained by a leash or other appropriate physical restraint,
and the dog's owner or person in possession of the dog or other animal
shall be responsible for any damage done by the dog or other animal
and shall remove any organic matter left behind by the dog or other
animal.
F.
Construction, alteration or erection of any structure on Town property
is hereby expressly prohibited without a written approval from the
appropriate governmental authority.
As used in this chapter, the following terms shall have the
meanings indicated:
The Putnam Parks and Recreation Commission for all of those properties under the supervision and control of the Putnam Parks and Recreation Department, as outlined in § 291-3, and the Mayor and Board of Selectmen as to all other nonexcluded properties.
All of those properties under the control of the Putnam Board
of Education, Putnam Library Board, the Putnam Water and Sewer Authority,
and the Putnam Special Services District.
All other property owned by the Town of Putnam not otherwise
specifically excluded herein.
Pursuant to the provisions of Section 7-148 of the Connecticut
General Statutes, the penalty for violation of any of the rules set
forth in this chapter shall be a fine of $25 for the first offense
and a fine of $50 for the second offense and a fine of $100 for a
third or subsequent offense. If any violation shall be a continuing
one, each day shall constitute a separate violation for the purposes
of this chapter.
