As used in this article, the following terms shall have the meanings indicated:
PARKING
The standing of a motor vehicle, whether occupied or not, upon a highway within the City of Putnam otherwise than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers or loading or unloading merchandise, or in obedience to traffic regulations or traffic signs or signals.
There shall be no metered parking within the City of Putnam.

Two-hour parking restrictions throughout the entire downtown area from 7:00 a.m. to 3:00 p.m. are reinstated, with the following exceptions:
A. 
Twenty-minute parking on the west side of Main Street from Massicotte to Lee Street (four parking spaces), from 7:00 a.m. to 3:00 p.m.
B. 
Twenty-minute parking on Main Street in front of Putnam Bank (three parking spaces).
C. 
Unlimited parking on Massicotte, north of Livery Street (new parking lines to be marked).
D. 
New parking lines will be marked on South Main Street from Front Street to the end of the municipal parking lot.
E. 
No parking on the north side of Front Street (RT 44) from South Main Street to Main Street.
F. 
Two-hour parking restriction along the south side of Front Street (RT 44) from Main Street to South Main Street from 7:00 a.m. to 3:00 p.m.
G. 
Unlimited parking in the municipal lot along South Main Street.
H. 
Unlimited parking in the municipal lot located at Pomfret Street to Kennedy Drive.
The City-owned portion of the parking lot located at the intersection of Pomfret Street and Kennedy Drive shall be designated as all-day free customer parking.
The following areas shall be designated as loading zones only:

Any person violating any of the provisions of this article shall be fined $20 for each offense. In the event payment of any such fines levied is not made, as directed, within seven calendar days of the time and date of issuance of any notice of violation, the amount of said fine due shall be increased to $30. In the event payment of any such fines levied is not made, a second notice shall increase the amount of said fine due to $40.
