Any owner or agent of the owner of any land located within the
planning and platting jurisdiction of the City of Las Vegas, who transfers
or sells such land prior to approval and recordation of the necessary
plat with the San Miguel County Clerk, as required in this chapter,
shall be deemed guilty of a misdemeanor prescribed by law. The description
of the land by metes and bounds in the instrument of transferring
of land shall not exempt the transaction from such penalties.
Any person who records with the County Clerk any plat in violation
of this chapter shall be deemed guilty of a violation of this chapter
and state law and, upon conviction, shall be punished by a fine of
not less than $100. Also, all City-provided utilities and services
shall be withheld or withdrawn until such time as this chapter is
complied with.
