There is hereby established a uniform system for street, lane,
road and highway naming or renaming for numbering for address purposes
buildings and lots on all streets, lanes, roads and highways in the
unincorporated areas of McLean County. All buildings and lots shall
be numbered for address purposes in accordance with the provisions
set forth herein.
B.Â
The McLean County Emergency Telephone System Board shall have the
authority to assign names to or rename all the streets, lanes, roads,
and highways in the unincorporated areas of McLean County, Illinois.
Furthermore, the McLean County Emergency Telephone System Board shall
coordinate its efforts to implement this article with the United States
postal authorities and with any other appropriate federal, state,
or local jurisdiction.
C.Â
Any and all costs or expenses associated with the delegation of the
McLean County Board's authority under the aforementioned Illinois
statute shall be borne by the McLean County Emergency Telephone System
Board.
D.Â
Signs designating the names of private streets, lanes, roads and
highways shall be erected and maintained at the expense of the property
owner or owners occupying such private streets, lanes, roads and highways.
Said signs shall be located so as to be easily visible to emergency
services personnel traveling on such streets, lanes, roads and highways.
Said signs shall be of the same or similar construction as the signs
erected by McLean County on public streets, lanes, roads and highways
and shall be installed within six months of notification to said owner
or owners by the McLean County Emergency Telephone System Board.
A.Â
All addressing numbers for buildings and lots shall be assigned in a manner determined by the McLean County Emergency Telephone System Board. Such manner shall be in compliance with the McLean County Rural Address Format attached hereto and incorporated by reference by § 300-21 of this article.
B.Â
Each occupied building, including but not limited to houses, mobile
homes and other structures, shall be assigned a separate number. A
number and alphabetical letter shall be assigned for each separate
dwelling unit/residence of said occupied building, including but not
limited to apartments, condominiums, and multiple-tenant structures.
C.Â
Existing numbers shall be changed only as necessary to ensure the
effectiveness and efficiency of the enhanced 9-1-1 emergency telephone
system in McLean County, as determined by the McLean County Emergency
Telephone System Board.
D.Â
The McLean County Emergency Telephone System Board shall, at its
own expense, provide written notification of the proper address of
each building and lot to its owner, occupant or agent in all instances
where a new number has been assigned under the terms of this article.
A.Â
The owner, occupant, or agent of each occupied building assigned
a number or each lot containing occupied buildings or a combination
thereof that are adjacent to each other, and assigned a number serviced
by the same walkway, driveway or common entrance, shall place or cause
to be placed the first five digits and "east," "west," "north," "south"
letter of the address number assigned near the walkway, driveway or
common entrance to the occupied building or buildings within six months
after receiving notification of the proper number assignment.

The cost of installation of address numbers and letters shall be
paid by the owner, occupant, or agent of said building or buildings.
The address numbers and letters shall be at least three inches in
height and shall be made of a durable, clearly visible material that
contrasts with the surface on which the address numbers and letters
appear.
C.Â
All address numbers and letters shall be conspicuously placed near
the walkway, driveway or common entrance to said occupied building
or each lot containing occupied buildings or combinations thereof
that are adjacent to each other and assigned a number, or upon the
mailbox, post, gate, fence or other appropriate place near the walkway,
driveway or common entrance so as to be clearly visible from the street,
lane, road or highway. Alternatively, and in addition to the above
placement, the address numbers and letters may be conspicuously placed
immediately above or at the side of the entrance door to the occupied
building so that the address numbers and letters are clearly visible
from the street, lane, road or highway.
