A Recreation Board is hereby established with power and authority to provide, improve, equip, operate, maintain and regulate parks, playgrounds, swimming pools and other recreation places within the Borough limits or in adjacent townships.

Such Board shall consist of seven members, all to be appointed by the Borough Council for terms of five years upon recommendation of the Recreation Board. Five of the members so appointed shall be chosen at large. One shall represent the Borough Council and one the Girard School District.
The members of the Board shall serve without pay. They shall elect their own Chairman and Secretary and select all other necessary officers and employ such persons as may be required for their purposes.
The location and establishment of recreation places and the number and salaries of employes shall be subject, however, to approval of Council. All expenses incurred in connection with acquisition, equipment and operation of such recreation places shall be payable from the Borough Treasury on order of the Council.
