A. 
Unnecessary noise prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner which shall make or cause to be made any loud, disturbing, or unnecessary sounds or noises such as may tend to annoy or disturb another in or about any public or private area in the City of Prescott.
B. 
Unnecessary smoke prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner which shall make or cause to be made any smoke, gases, or odors which are disagreeable, foul, or otherwise offensive which may tend to annoy or disturb another in or about any public or private area in the City.
C. 
Unnecessary acceleration and display of power prohibited. It shall be unlawful for any person to operate any vehicle, including motorcycles, all-terrain vehicles and bicycles, in such a manner as to cause, by excessive and unnecessary acceleration, the tires of such vehicle or cycle to spin or emit loud noises or to unnecessarily throw stones or gravel; nor shall such driver cause to be made by excessive and unnecessary acceleration any loud noise as would disturb the peace.
D. 
Avoidance of traffic control device prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner as to leave the roadway and travel across private property to avoid an official traffic control device, sign, or signal.
E. 
Operation in restricted area prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner as to leave the roadway and park, stop, or travel upon or across any public or private property, parking lot, driveway, or business service area for any purpose except the official conduct of business located on said property without the consent of the owner or lessee of the property. This section shall specifically include, but not be limited to:
(1) 
Public park property;
(2) 
Cemetery properties;
(3) 
School district property;
(4) 
Medical facilities;
(5) 
Funeral homes;
(6) 
Service stations;
(7) 
Grocery stores;
(8) 
Restaurants;
(9) 
Financial institutions; and
(10) 
Other similar-type businesses with service driveways or drive-up or drive-through facilities.
F. 
Stopping and parking prohibited. It shall be unlawful for any person to stop or park a motor vehicle in any manner on any public or private property or parking lot contrary to a regulatory sign posted thereon which may permit parking by certain persons and limits, restricts, or prohibits parking as to other persons without the consent of the owner or lessee of the property. Any vehicle parked in violation of this section may be removed or towed by the property owner at the vehicle owner's expense.
G. 
Improper operation of a motor vehicle.

(1) 
Conduct prohibited. No person shall, within the City of Prescott, by or through the use of any motor vehicle, including, but not limited to, an automobile, truck, motorcycle, mini-bike or snowmobile, cause or provoke disorderly conduct with a motor vehicle.
(2) 
Definitions. As used in this section, the following terms shall have the meanings indicated:
IMPROPER OPERATION WITH A MOTOR VEHICLE
While operating or in control of a motor vehicle, to engage in conduct or activities which are unreasonably unsafe, disturbing the peace, defacing and/or destructing properties and/or roadways.
(3) 
Penalty. Penalty will range from a minimum of $150 up to $1,000.
A. 
Pedestrian obedience to traffic control devices and regulations.
(1) 
Obedience to traffic control devices. No person shall fail to obey the instructions of any uniform traffic control device when traveling as a pedestrian on any highway within the City of Prescott unless otherwise directed by a law enforcement officer.
(2) 
Crossing at crosswalks. No pedestrian shall cross at a crosswalk except on the right half thereof whenever practicable. Where sidewalks are provided, no pedestrian shall walk along and upon an adjacent roadway except when the sidewalk is visibly unsafe, obstructed or closed to public travel.
B. 
Prohibited pedestrian crossings. No pedestrian shall cross between adjacent intersections, unless such crossing is permitted by official traffic control devices.
Pursuant to § 349.215, Wis. Stats., those adult persons appointed by the Police Department to act as school crossing guards shall have the authority to stop vehicular traffic and to keep it stopped as long as necessary at their respective school crossings for the purpose of permitting school children to cross the street.
A. 
Driving over curbing prohibited. It shall be unlawful for any motor vehicle to be driven or backed over any curbing in the City of Prescott.
B. 
Driving over safety zones or islands prohibited. Whenever safety zones or safety islands are marked in accordance with the Wisconsin Uniform Traffic Control Device Manual, no operator of a vehicle shall at any time drive through or over a safety zone or safety island.
It shall be unlawful for the directing officer or the operator of any railway train to direct the operation of or to operate the same in such a manner as to prevent the use of any street for purposes of travel for a period of time longer than five minutes, except that this provision shall not apply to trains or cars in motion other than those engaged in switching.
A. 
No person, firm or corporation shall at any time place or allow to be placed upon the traveled portion of any street in the City of Prescott, Wisconsin, any debris, refuse or any objects or substances.
B. 
No vehicle shall be operated or moved on any street unless such vehicle is so constructed and leveled as to prevent its contents from dripping, sifting, lying or otherwise escaping therefrom.
C. 
No vehicle shall be operated on any street in the City of Prescott which has mud or other substances which may become dislodged from its wheels, tracks or otherwise so that the same becomes distributed upon the streets.
No person shall drive any vehicle with lugs or any shod horse on any blacktop surfaced street or highway within the limits of the City at any time, excepting that from November 1 to the following April 1 such prohibition shall not apply.
This section is adopted pursuant to the authority set forth in § 349.26, Wis. Stats., and adopted for the protection of the public health, benefit and welfare of the City.
A. 
Definition and requirements.
(1) 
"Low-speed vehicle (LSV)" means a motor vehicle that conforms to the definition and requirements for low-speed vehicles as adopted in the federal motor vehicle safety standards for low-speed vehicles under 49 CFR 571.3(b) and 571.500. "Low-speed vehicle" does not include a golf cart.
(2) 
Low-speed vehicles shall be four-wheeled and have a speed range of at least 20 miles per hour and not more than 35 miles per hour on a paved surface and have a gross vehicle weight at rest of less than 2,500 pounds. A low-speed vehicle does not include an electric golf cart and shall be equipped with the following and meet the general test conditions under 49 CFR 571.500, S6:
(a) 
Headlamps.
(b) 
Front and rear turn signals.
(c) 
Stop lamps.
(d) 
Reflex reflectors: one red on each side as far to the rear as practicable, and one red on the rear (three total).
(e) 
An exterior mirror mounted on the driver's side and either an exterior mirror on the passenger side or an interior rearview mirror.
(f) 
Parking brakes.
(g) 
A windshield that conforms to the requirements of the federal motor vehicle safety standard on glazing material (49 CFR 571.205).
(h) 
A vehicle identification number (VIN) that complies with federal law (49 CFR 565).
(i) 
A type 1 or type 2 seatbelt assembly conforming to 49 CFR 571.209 and Federal Motor Safety Standard No. 209, for each designated seating position.
B. 
Permitted users of low-speed vehicles. To use a low-speed vehicle on a City street meeting the criteria set forth in Subsection A above, the individual driver must have a valid Wisconsin driver's license.
C. 
Permitted use of low-speed vehicles on City streets. Any driver meeting the requirement of Subsection B above may operate a licensed LSV on the City streets having a posted speed limit of 35 miles per hour or less. A LSV may be used upon connecting highways with the City of Prescott but only upon those sections where the speed limit is 35 miles per hour or less. These vehicles cannot be driven on US Highway 10 or State Road 29/35. Headlamps must be on at all times during operation on City streets.
D. 
Operation of low-speed vehicles. Low-speed vehicles shall comply with all state and local traffic laws, including, but not limited to, this chapter, and owners and operators of low-speed vehicles shall be subject to citations and forfeitures for any such violation. Electrical cords, connections, or other charging devices shall not cross public land such as a sidewalk, terrace, street, etc.
E. 
License. Low-speed vehicles shall be licensed by the Wisconsin Department of Transportation.
F. 
Enforcement. Any person who violates any provision of this section shall be subject to forfeiture as provided in this chapter.
