Land subject to flooding and land deemed by the Planning Commission
to be unsuitable for human habitation because of health or sanitary
problems shall not be plotted for residential occupancy.
A.
The plan of streets shall be logically related to the topography
of the land, especially with relation to grades and storm runoff.
B.
Proposed streets shall provide for appropriate continuation or completion
of any existing streets.
C.
Center lines of streets opening into opposite sides of an intersecting
third street should either meet at a point or be separated from each
other by not less than 200 feet.
D.
Streets shall intersect at as nearly right angles with each other
as is practicable. Intersecting street lines shall be rounded by a
curve tangent to both street lines having a radius of not less than
10 feet, and street lines having an intersecting angle greater than
90° shall be rounded by a curve having a proportionately greater
radius. All lot dimensions shall be to the intersection of said tangent
line.
E.
Suitable access and street openings for the subdivision of adjacent
unsubdivided land shall be provided.
F.
For dead-end streets, 500 feet shall be a desirable maximum length
unless topography or other conditions justify a greater distance.
Such streets shall be provided with a turnaround having a minimum
radius of 50 feet for the right-of-way line and a minimum radius to
the edge of the outside berm of 40 feet.
G.
Multiple intersections involving the junction of streets from more
than four directions shall be avoided.
A.
Horizontal and vertical alignment shall provide not less than the
minimum safe sight distance for design speeds on similar highways
within the Borough and so noted on the preliminary plan.

Maximum grades greater than 6% may be permitted in exceptional cases.
D.
Vertical parabolic curves shall be used in changes of grade exceeding
an algebraic difference of 0.2% and shall be designed for maximum
visibility.
E.
Sight distances shall be measured along the center line of the street
between points located at a height of five feet above the street.
F.
Intersections. No street shall have a grade in excess of 3% within
50 feet of an intersection.
A.
Local streets shall have a minimum width of 50 feet.
B.
Secondary streets shall have a minimum width of 60 feet.
C.
Primary streets shall have a minimum width of 80 feet to 100 feet.
D.
The minimum width of cartway on all streets shall be 32 feet.
E.
The above minimums shall govern, unless a street of greater width
is extended or additional width is deemed desirable.
F.
Where a subdivision joins an existing street of improper width or
alignment, the Planning Commission may require the offer of dedication
of land sufficient to widen the street or correct the alignment.
G.
The plotting of half streets at the edges of the new subdivision
shall be prohibited, except by concurrent dedication of the remaining
half or the location is a requirement of the official plans.
A.
Street and subdivision names shall be shown on the preliminary plan.
B.
Street names shall not duplicate or be similar to names of the existing
or planned streets of record within the metropolitan area or a radius
of five miles.
C.
Street names shall be subject to the approval of the Planning Commission
and Borough Council.

A.
Landmarks shall be of stone or concrete with a brass, copper or iron
center and consisting of two parts, viz., the lower marker not less
than six inches by six inches by six inches and an upper marker not
less than six inches by six inches by 24 inches.
B.
They shall be set perpendicular in the ground, with the lower marker
carefully set and checked with its top not less than 30 inches below
the surface of the ground and upper marker carefully set with its
upper end flush or slightly below the surface.
C.
They shall be set at every intersection of property boundary lines
of a plot, at intersections of street and boundary lines and any other
point necessary for the laying off on the ground of the lines shown
on the plot plan and wherever required by the Planning Commission
and their proposed location shown on the preliminary plan.
Lot sizes and yard requirements must conform to Chapter 425, Zoning, of the Code of the Borough of Girard as it is in effect at the time the final plan is submitted to the Borough Council.
Each lot shall abut for its full frontage on a street.
Sidelines of lots shall normally be at right angles to street
lines on straight streets or radial to street lines on curved streets.
Districts shall have lot sizes commensurate with their use,
and in every case adequate provision shall be made for off-street
parking.
