A. 
The subdivider shall construct a system of water mains and connect with such public water supply system where a public water supply is available at the plat boundary or within a reasonable distance thereto (1,000 feet of subdivision). Waterlines shall be so located and of such size as approved by the Borough Engineer.

If a public water supply system is not available under the conditions stated above, the subdivider may either provide individual wells or a public water system for a subdivision of less than 25 lots, but must provide a public water system for a subdivision of 25 lots or more, which public water system shall be approved by the State Department of Environmental Protection.
C. 
Where individual wells provide a water supply in a subdivision of more than 10 lots, at least one test well shall be drilled in the proposed area in accordance with the requirements of the State Health Officer. Test wells shall ordinarily be drilled to a sufficient depth which will produce safe potable water in sufficient quantity for the use intended and shall be approved by the State Health Officer.
D. 
All phases of construction, including minimum size six-inch line, excavation, trench, type pipe, backfill, hydrants, tees and valves shall be in accordance with approved construction drawings, State Department of Environmental Protection standards and inspected by the Borough Engineer, his Borough representative and/or the authority or agency representative of the utility company during the entire construction period.
E. 
Upon completion of the water supply system, and before any person uses said water supply, the subdivider shall submit two copies of as-built plans to the Borough. Said as-built plans shall show by stationing all valves, house taps, length and size of house connections and location of fire hydrants and position of mains in the right-of-way.
F. 
All inspection costs, including, but not limited to, the compensation to be paid to the Borough Engineer, his authorized representative and/or the authority or agency representative of the utility company, shall be borne and paid by the subdivider.
G. 
Construction methods and materials. All construction work and materials shall conform to the Girard Borough developer standards as adopted by the Borough Council and as in effect at the time final plans are submitted to the Borough Council for approval. Should the plans reflect work not addressed in the developer standards, methodology and materials for the work shall require special approval of the Borough Council.

The subdivider shall construct a sanitary sewer system and connect with such sewer main and provide lateral connections for each lot where a public sanitary sewer main is available at the plat boundary or within a reasonable distance thereto (1,000 feet of subdivision). Plans for such collection/treatment facilities shall be approved by the Department of Environmental Protection prior to the start of any construction, and permits for such construction shall be filed with the Borough. Pipe materials shall also be approved by Borough Council prior to submission to state or federal agencies.
B. 
If, in the opinion of the State Health Officer, the Borough Engineer and/or the Planning Commission, factors exist which would create a public health and sanitation problem if a certain area is subdivided, the Borough Council will not approve the subdivision plan of such area until such factors are corrected by an adequate sanitary sewer system. No subdivision shall be approved for on-lot disposal unless approval of the Department of Environmental Protection is provided.
C. 
All sanitary sewers shall be constructed and installed according to the standards of the authority or municipal department operating such sewers. Stormwater and subsurface drainage shall not be permitted to enter sanitary sewers.

E. 
In areas where a municipal sewer is planned to be available but not yet built, laterals shall be extended from the center of the street to the edge of the right-of-way and trunk lines provided along the center line of the street to the edge of the subdivision closest to the municipal trunk location and capped. Until such time as a municipal sewer becomes available, a project system must be installed. In case of a project system, a trunk line shall be provided to connect into the municipal system.
F. 
Upon completion of sanitary sewer installation, two copies of each of the plans for such systems as built shall be filed with the Borough; said as-built plans shall show by stationing all manholes, laterals, length of laterals and size and location of mains within the right-of-way.

A drainage system adequate to serve the needs of the proposed new streets or the entire subdivision will normally be required in new subdivisions. When a public storm sewer main is available at the plat boundary or within 1,000 feet, the subdivider shall construct a storm sewer system and connect with such storm sewer main.

Bridges or culverts shall be designed to support and carry loads according to the judgment of the Engineer and be constructed the full width of the cartway, plus additional length as deemed necessary by the Engineer to satisfy local drainage patterns. Where bridges or culverts cross streams which fall within the control of the Department of Environmental Protection or where structures fall in streets which will become eligible for state aid, approvals from the proper state agencies shall be provided by the subdivider.
C. 
Where open watercourses are planned, adequate safety, erosion control, drainage (stagnant water), protection of capacity and appearance measures shall be taken by the subdivider to insure proper safe, healthful disposal of stormwater.
D. 
Minimum grade of drainagecourses shall be designed to create a cleaning effect (velocity of five feet per second), except that a minimum cleaning effect (velocity of three feet per second) may be permitted by the Borough Engineer where greater grade cannot be achieved.
E. 
Location of storm sewers shall be in accordance with existing systems or in accordance with standards suitable to the Borough Engineer.
F.

On completion of the storm sewer systems, and before any person uses said storm sewers, subdividers shall submit as-built plans to the Borough. Sidewalks shall be provided when considered necessary by the Planning Commission and/or Borough Council for the protection of the public or wherever it is determined that the potential volume of pedestrian traffic or safety consideration requires.
(2) 
Sidewalks shall be provided on all newly established streets or where streets or a proposed subdivision are extensions of existing streets having sidewalks on one or both sides.
(3) 
Sidewalks will be normally required on both sides of the street, except that the Borough Council may authorize sidewalks on one side only of U-shaped streets, culs-de-sac or where character of use does not require pedestrian access on both sides of the street.
(4) 
The minimum width for sidewalks shall be four feet, but the Borough Council may require a greater width in the vicinity of shopping centers, schools and recreation facilities, or where similar intensive urban uses exist.
(5) 
Sidewalks, where provided, shall be within the rights-of-way and in residential areas, where conditions permit, one foot from the edge thereof. Sidewalks should line up with adequate walks in adjoining subdivisions.
(6) 
Sidewalks shall be constructed immediately upon occupancy of any dwelling within the approved subdivision. Upon occupancy of 75%, by number of lots, of the subdivision, the developer must install all the remaining sidewalks shown on the approved plans.

A. 
Other utilities. Gas, electric and telephone utilities shall be located in a subdivision in accordance with utility company practice and be approved by the Borough Engineer or Superintendent.
B. 
Street signs. Street name signs shall be installed by the developer at each street intersection in accordance with standards established by the Borough Council.
C. 
Street trees. Should the subdivider plan to provide trees, their proposed locations, spacing and species must be submitted for recommendation of the Planning Commission and approval of the Borough Council. Trees will not be permitted within the right-of-way but are to be placed inside the property lines.
