Maximum speed limits. Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along highways within this Village except on highways as follows:
A. 
Twenty miles per hour is hereby established as the maximum speed at which vehicles may proceed on Main Street, Bay Street, Madison Street and Jermain Avenue.

No vehicle shall proceed at a speed in excess of 20 miles per hour on Division Street within 300 feet of the property lines of the Pierson High School.

Main Street,[1] Madison Street, Hampton Street, Division Street and Bay Street are hereby designated as main arteries of travel, and all vehicles approaching these main arteries shall, before entering the main artery, come to a full stop unless otherwise directed by a peace officer or signal.[2]

It shall not be lawful for any person to run, drive or operate any motor vehicle over, upon or along any street in the Village with the cutout of said motor vehicle open. The use of a cutout on any motor vehicle within the Village is strictly prohibited.
It shall not be lawful for any person to ride, drive or operate any bicycle, motorcycle or other similar vehicle over, upon or along any street of the Village during the period from one hour after sunset till one hour before sunrise without carrying a light of such illuminating power so as to reveal any person, vehicle or substantial object on the road straight ahead for a distance of at least 200 feet.

A. 
It shall be unlawful for any person to roller skate, to use a skateboard or similar device or to ride a bicycle or any other wheeled vehicle propelled by motor, by gravity or by the use of the rider's feet on any public sidewalk or pedestrian footpath along the following designated streets or portions of streets:

B.

C. 
It shall be unlawful for any person to engage in the activity commonly known as "jogging" on any public sidewalk or pedestrian footpath along Main Street from the southerly line of Spring Street, as projected, to the southerly line of Bay Street. It shall also be unlawful for any person to engage in the activity commonly known as "jogging" between the curblines of Main Street from the southerly line of Spring Street, as projected, to the southerly line of Bay Street.

D. 
It shall be unlawful for any person to walk a bicycle or any other wheeled vehicle propelled by gravity or by the use of a rider's feet between the curblines of Main Street from the southerly line of Spring Street, as projected, to the southerly line of Bay Street. This prohibition shall not apply to walking a bicycle or other such vehicle directly across the street (crossing directly from one side to the other side of the street).

E. 
The prohibitions set forth in this section shall not apply to the use of wheelchairs or similar appliances by physically handicapped persons.

All trucks, tractors and tractor combinations in excess of a gross weight of 10,000 pounds are hereby excluded from the following streets or parts of streets, except for the pickup and delivery of materials on such streets:

A. 
The following Village streets are hereby designated as bicycle routes within the boundaries of the Village of Sag Harbor:
Street
Bridge Street
Glover Street
Jermain Avenue
Long Island Avenue
Main Street, except as prohibited by § 265-7 of this chapter
Spring Street
B. 
The Village Police Department and the Village Department of Public Works are hereby directed to provide the necessary signage and pavement markings required to adequately identify the bicycle routes for use by the public.
C. 
The bicycle routes designated by this section shall be in addition to any other bicycle route, path or lane designated by the State of New York or the County of Suffolk along streets, roads or highways under their jurisdiction within the Village.

A. 
No boat trailer shall be parked in any municipal parking space or on any street for more than 24 hours.
B. 
For the purposes of this section, a "house coach" shall be defined as any vehicle motivated by a power connected therewith or propelled by a power within itself, which is or can be used as the home or living abode or habitation of one or more persons, either temporarily or permanently. A house coach propelled by a power within itself shall be deemed a motor vehicle; a house coach motivated by a power connected therewith shall be deemed a trailer; and all house coaches shall be deemed vehicles.
C. 
No house coach shall be parked in any municipal parking space, on any street, or in municipal parking lot for a period of more than 1/2 hour between the hours of 6:00 a.m. and 12:00 midnight.
D. 
No house coach shall be parked in any municipal parking space, on any street, or in municipal parking lot between the hours of 12:00 midnight and 6:00 a.m.

A. 
No person, firm or corporation shall, between the hours of 9:00 a.m. and 6:00 p.m., except Sundays, park or cause to be parked on Main Street, for unloading or other purposes, any vehicle, truck or trailer having an overall length greater than 22 feet, or permit the same to stand or remain stationary on Main Street other than as required by traffic conditions in the normal course of driving or operating the same through Main Street.
B. 
"Main Street," within the meaning and purpose of this section, is defined as that portion thereof in the Village of Sag Harbor from the intersection of Main Street and Madison Street on the south and New York State Highway Route 114 on the north.
C. 
Any owners, occupants or tenants seized or in possession of any premises situated on Main Street who shall desire or require deliveries of merchandise or property along Main Street, as herein defined, and who shall claim that such premises cannot be served with the use of due diligence or cannot be served without undue hardship prior to 9:00 a.m. or after 6:00 p.m. and without the parking of such trucks, shall apply to the Village Clerk, upon written application forms supplied for that purpose, setting forth the facts and information therein required, whereupon the Village Board shall, within 10 days thereafter, hold a public hearing on said application without further or other notice and shall grant or refuse such permit. If, upon said hearing, the Board shall determine that sufficient access to said premises exists so that loading and unloading of the type required by or for said premises can be effected in conformance with the requirements of this section by the use of due diligence without undue hardship, or that the nature of deliveries is such that such merchandise and property can be transported on foot or by other means from a nearby point where parking is permitted, or prior to 9:00 a.m. or after 6:00 p.m. without undue hardship, said Board may refuse to grant such permit.
D. 
Emergency permits.
(1) 
The Mayor or a member of the Board of Trustees may issue an emergency permit affecting a single situation upon the following conditions:
(a) 
That the matter cannot be presented for action at a meeting of the Board within the limits of such emergency.
(b) 
That it is impossible without undue hardship to deliver such merchandise or property to such premises along Main Street without parking thereon contrary to the terms hereof after using due diligence.
(c) 
That undue hardship will result if delivery is deferred or advanced to a time permitted by this section.
(2) 
All emergency permits issued shall be reported at the next meeting of the Board of Trustees.[1]

No vehicle of any kind shall at any time during a performance or meeting be parked between no-parking signs on either side of the entrance of any building used for amusement or meetings within the Village.

No motor vehicle of any kind shall at any time stand or be parked within a radius of 10 feet from any fire hydrant in the Village.

No vehicle bearing a load in excess of 2,000 pounds shall be backed against any concrete curbing in the Village. Such vehicle shall be stopped in its backward movement so that the nearest of the rear tires shall be at least 12 inches from said curb.
The operator of a vehicle of any kind on any of the streets of the Village shall, when the fire alarm is sounded, immediately retire such vehicle to the curb or a parking space, giving all authorized emergency vehicles full and clear right-of-way to and from the fire.
No vehicle of any kind shall, at any time during a fire in the Village, be parked within a line 200 feet distant from such fire.
No vehicle of any kind shall, at any time, be driven over any fire hose or other fire apparatus of the Village.
It shall not be lawful for any person to drive or operate a vehicle of any kind at any time within 500 feet of any authorized emergency vehicle going to or returning from a fire, accident or other emergency.
No person shall, during the progress of a fire within the Village, enter within the fire lines as established by the Fire Department. This section does not apply to the owner or occupant of said premises.

No vehicle shall for any reason, unless under the direction of law enforcement authorities, back up against the flow of traffic.

No vehicle shall turn in order to park on the opposite side of the street or to proceed in the opposite direction at the designated location of Main Street between the northerly side of Spring Street and the northerly side of Long Island Avenue.

No vehicle shall turn left at the exit of Mashashimuet Park proceeding northwest to the intersection of Main Street and Jermain Avenue.

No vehicle shall be operated or parked on any public streets or highways or public areas of the Village without a valid certificate of inspection, registration and license plate as required by state law.
