Public records of the Township shall be open for inspection by members of the public as provided by N.J.S.A. 47:1A-1 et seq. Such inspection shall be made during regular business hours and without interference with the conduct of the affairs of the office or other place where such records are kept or maintained.

A. 
The following fees shall be charged for copies of public documents:
(1) 
Duplicate tax bills: $5 each; each subsequent request for a duplicate copy of the same tax bill in the same fiscal year: $25.
(2) 
Duplicate (photocopy) water and sewer bills: $0.75 each.
(3) 
Engineering maps:
(a) 
Twenty-four-inch by thirty-six-inch prints (Tax Maps, topographic maps, aerial maps, planimetric maps, Zoning Maps, filed maps, drainage maps, as-built maps, etc.): $2 per sheet.
(b) 
Eighteen-inch by twenty-four-inch prints (site plan, as-built maps, filed maps, etc.): $2 per sheet.
(c) 
Eleven-inch by seventeen-inch Microfilm (site plans, as-builts, etc.): $2 per sheet.
(d) 
Thirty-six-inch by seventy-two-inch (Drug-Free Zone Maps, etc.): $5 per sheet.
(e) 
Forty-two-inch by sixty-four-inch (Zoning Maps (large), etc.): $5 per sheet.
(f) 
Aerial photograph map: $250 per eight-and-one-half-inch by fourteen-inch map.
(g) 
Two-hundred-foot Radii Zone Map: $15 per eight-and-one-half-inch by fourteen-inch map.
(h) 
GIS map: $25 per eight-and-one-half-inch by eleven-inch map.
(i) 
Digital data mapping layers: $100 per half-mile radius of location (per layer) or $1,000 for entire Township (per layer).
(4) 
Planning Department:
(a) 
Site plan: $5.
(b) 
Plot plan: $5.
(c) 
Master Plan: $75.
(5) 
Police Department reports (if not requested in person):
(a) 
First three pages: $5.
(b) 
Additional pages: $1 per page.
(6) 
The following costs shall be charged for copies and other requested material under the Open Public Records Act from the municipality in accordance with N.J.S.A. 47:1A-5.b:
(a) 
Basic per page copy fees, actual cost not to exceed:

8 1/2 x 11: $0.05 per page;
[2] 
8 1/2 x 14: $0.07 per page;
[3] 
Should the actual costs to produce paper copies exceed the $0.05 and $0.07 rates, the municipality may charge the actual cost of duplication;
[4] 
The Township will provide electronic records free of charge (i.e. records sent via e-mail and fax); and
[5] 
The Township will charge the actual cost to provide records in another medium (i.e. computer disc, CD-ROM, DVD).
(b) 
If the Township demonstrates that its actual costs for duplication of a government record exceed the foregoing rates, the Township shall charge the actual cost of duplicating the record. The actual cost of duplicating the record, upon which all copy fees are based, shall be the cost of materials and supplies used to make a copy of the record. Access to electronic records and non-printed materials shall be provided free of charge, but the public agency may charge for the actual costs of any needed supplies such as computer discs.
(c) 
Special service charges; Extraordinary expenditure of time and effort.

Special Service Charge. Whenever the nature, format, manner of collation, or volume cannot be reproduced by ordinary document copying equipment in ordinary business size or involves an extraordinary expenditure of time and effort to accommodate the request, the public agency may charge in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and shall be based upon the actual direct cost of providing the copy or copies; provided, however, that in the case of a municipality, rates for the duplication of particular records when the actual cost of copying exceeds the foregoing rates shall be established in advance by ordinance. The requestor shall have the opportunity to review and object to the charge prior to it being incurred.

Actual direct cost means the hourly rate of the lowest level employee capable of fulfilling the request and does not include fringe benefits.
[3] 
Only warranted when:
[a] 
Copies cannot be reproduced by ordinary copying equipment in ordinary business size.
[b] 
Accommodating request involves an extraordinary expenditure of time and effort, including inspection of records.
[4] 
A deposit of 50% will be required when the anticipated cost of document reproduction exceeds $25. The balance due will be payable upon delivery of the documents. Anonymous request for documents, when permitted, require a deposit of 100% of estimated fees.

Township Clerk's office:
(a) 
Street map: $2.50.
(b) 
Zoning Map (small/black and white): $2.50.
(c) 
Zoning Map (small/color): $4.
(d) 
Ward and District Map: $2.50.
(e) 
Copies for documents not handled through the Open Public Records Act: $0.75 per page.
(8) 
Duplicate tax sale certificate: $100.
(9) 
Computer data or audio downloaded to a compact disc (CD): $0.80 each.
(10) 
Duplication of video recordings to digital video discs (DVD): $1.20 each.
(11) 
CD/DVD covers:
(a) 
Jewel case: $0.30
(b) 
Envelope: $0.10
B. 
If a request is to be mailed, the cost of postage will be added to the cost of reproducing the requested public records.
