The County of Burlington shall provide public health services of a technical and professional nature through the County Health Department, as agent of the City Municipal Board of Health in compliance with the Local Health Services Act, N.J.S.A. 26:3A2-1 et seq. The County Health Department shall provide public health services as further provided herein and which meet the standards of performance indicated in the Local Health Services Act.
There shall be a Health Officer whose duty it is to perform inspections and other functions to ensure compliance with City ordinances.
It shall be lawful for the Health Officer and/or other representative of the County Health Department, inspector, or any person acting under and by authority of the County Health Department or the City, on showing such authority, to enter into or on any lands, tenements, buildings or other premises for the purpose of ascertaining that City ordinances are complied with.
No person shall have, use or maintain any place or building within the City for the purpose of slaughtering or killing animals without first obtaining a permit from the Board of Health.
A. 
No person shall have or keep any pigs within the City without a permit from the Board of Health.
B. 
Every permit granted shall designate the number of animals such person shall be allowed to keep.
C. 
No permit shall be granted for a longer time than one year and shall expire on the first day of January of the succeeding year, unless limited to a shorter period.
D. 
The place or pens in which such pigs may be permitted by the Board of Health to be kept shall at all times be kept clean and in such condition as to be free from all noxious or unhealthy odors.
E. 
All permits shall be revocable by the Board of Health at any time for violation of any order of the Board of Health, or whenever in the opinion of the Board the public health demands it.
F. 
All denials of permits may be appealed to the Board of Health.
G. 
All permit applicants must comply with all zoning and other applicable laws.
A. 
No person shall have, keep, or maintain any cow within the City without a permit from the Board of Health.
B. 
The annual fee for such permit is $50.
C. 
All permit applicants must comply with all zoning and other applicable laws.
Violations of this chapter shall be punishable as provided in Chapter 1, Article III, General Penalty.
