The appropriate officers of Horsham Township are hereby authorized
to enter into the agreement with other municipalities identified as
the Pennsylvania Stormwater Coalition ("Coalition"). A true and correct
copy of the agreement is attached hereto as Exhibit A and incorporated herein by reference.
The appropriate officers of Horsham Township are hereby authorized
to execute and deliver to the Coalition an executed original of the
agreement.
The conditions and purpose of the agreement are to cooperate
and share costs with other Pennsylvania municipalities for stormwater
regulatory support, including, but not limited to, the hiring of consultants,
and paying other costs and expenses incurred by the Coalition.
The agreement will be financed by dividing the costs and expenses
of the Coalition between the participating municipalities on a per
capita basis.
Montgomery Township, assisted by a steering committee comprised
of representatives of 12 cooperating municipalities, will serve as
the lead agency for the purpose of administering the agreement and
Coalition.
There will be no real or personal property acquired, managed,
licensed or disposed of under the terms of the agreement.
The Coalition will have no employees, but is empowered to enter
into contracts for professional and consulting services.
