The position of Administrative Assistant is hereby created.
A.
Qualifications. The Administrative Assistant shall be a citizen of
the United States, a high school graduate with clerical and administrative
experience in maintaining records, recording and transcribing official
proceedings and such other qualifications as may be determined from
time to time by the Spring Garden Board of Commissioners.
B.
Appointment and removal. The Administrative Assistant shall be appointed
for an indefinite term by a majority of all members of the Board of
Commissioners. The Administrative Assistant shall serve at the pleasure
of the Board of Commissioners and may be removed at any time by a
majority vote of its members. At least 30 days before such removal
of that person or, in lieu thereof, the Board of Commissioners may
remove the Administrative Assistant immediately upon tendering to
the Administrative Assistant the pay due up to and including 30 days
after the effective date of removal.
C.
Powers and duties. The Administrative Assistant shall work under
the direct supervision and control of the Township Manager and shall
perform all duties assigned by the Township Manager. The Administrative
Assistant shall act as Assistant Township Secretary and shall be responsible
for recording and transcribing official Board of Commissioners meeting
minutes. The Administrative Assistant shall also act as the Chief
Payroll Clerk and as confidential secretary for the Township Manager
and the Board of Commissioners and shall perform routine office clerical
duties as may be required. Cooperation with other Township officials,
the Board of Commissioners, Police Chief, Fire Chief, Recreation Director,
Public Works Supervisor, Building Code Official and Zoning Officer
is also required.

The salary of the Administrative Assistant shall be fixed by
the Board of Commissioners and may be changed from time to time at
the discretion of the Board. The Board of Commissioners may provide
for health insurance and such other fringe benefits as it may deem
appropriate. Such fringe benefits, together with designated paid annual
vacations and holiday benefits, shall be from time to time reduced
in writing and approved by resolution of the Board of Commissioners.
The Commissioners may determine that the Administrative Assistant
be required to give a bond. Should this occur, as a condition of employment
the Administrative Assistant shall qualify for the bond, which shall
be paid for by the Township.
