If any section, paragraph, subdivision, clause, phrase or provision of this Part 1 shall be judged invalid or held unconstitutional, it shall not affect the validity of the Local Law as a whole or any part or provision thereof other than the part so decided to be invalid or unconstitutional.
This Part 1 shall supersede all prior Local Laws, rules and regulations that related to the control and licensing of dogs within the Town.
