It shall be unlawful for any person owning, possessing, or harboring
any animal to allow or permit any animal to run at large on any street
or any place in the Township of Putnam open to the public.
It shall be unlawful for any person owning, possessing or harboring
any animal to allow or permit any animal, other than household pets,
to enter and travel upon any place open to the public, including but
not limited to, parks, beaches, swimming areas, and campgrounds. This
section shall not apply to public roads.
It shall be unlawful for any person owning, possessing, or harboring
any animal, fowl or bird to keep such animal, fowl, or bird within
200 feet of any dwelling, except his own dwelling, provided that this
section shall not apply to such animals as are commonly called "household
pets."

Any person lawfully keeping or housing any animal or fowl or
bird shall care and maintain the structure used for its keeping and
shall manage and control such animal, fowl, or bird:
A. To prevent any malodorous or offensive condition to exist;
B. To prevent any frequent or long continued excessive noise from disturbing the quiet, comfort or repose of a reasonable person of normal sensitivities contrary to the provisions of §
224-4B(3) of Chapter
224, Noise, as amended; and
C. To prevent any nuisance arising from the keeping or housing of any
animal, fowl, or bird.
Any person, firm, or corporation who shall violate any provision of this chapter shall, be guilty of a municipal civil infraction as provided in Chapter
55 of the Code of the Township of Putnam.
