(House Bill, Substitute for House Joint Resolution No. 93, Special Law 440)
AN ACT RAISING A COMMISSION FOR THE PURPOSE OF THE CONSTRUCTION OF A BRIDGE OVER THE CONNECTICUT RIVER BETWEEN THE TOWNS OF EAST HADDAM AND HADDAM.
Be it enacted by the Senate and the House of Representatives in General Assembly convened:
Sec. 1. The Governor is hereby authorized to appoint a commission consisting of three persons, with full power to contract for and in the name of the State, and to construct and wholly complete, in accordance with plans and specifications to be secured by it, at a cost not exceeding two hundred and twenty-five thousand dollars, ($225,000) a bridge, with piers and a suitable draw for the passage of vessels of all kinds, over the Connecticut River between the towns of East Haddam and Haddam, at or about the location of Goodspeed's Landing, together with suitable approaches to said bridge.
Sec. 2. Said Commission is hereby authorized to purchase such land as it may consider necessary for the construction of such bridge and the approaches thereto; and, in case it is unable to agree with the owners thereof, it is authorized, through the Attorney-General, to condemn the same in the name and on behalf of the State; and in the event that the Attorney General shall find it necessary to institute proceedings to condemn such lands, including the fee, he shall proceed in the manner provided in sections 4103 and 4104 of the general statutes.
Sec. 3. Said bridge, when completed, shall be maintained and operated by the State as a toll bridge, and said commission shall have charge of such maintenance and operation including the power to fix the rates of toll or charges to be made for travel over such bridge, for the period of twenty years from and after the time that this Act shall go into effect.
Sec. 4. Said commission is hereby authorized to construct, on said bridge, a track and necessary equipment for street railway purposes, and wires and other equipment for transmitting electricity, and to lease the use of said track and equipment to any street trailway company or companies desiring to operate cars over said bridge, and to lease the use of said wires and other equipment to any company or companies desiring to use the same, upon the payment of an adequate annual compensation for such use.
Sec. 5. Should any vacancy occur in said commission for any cause, the Governor is hereby authorized to fill such vacancy, and he shall also have power to remove any commission for cause.
Sec. 6. The commissioners shall receive payment for their necessary personal expense in performing the duties hereinbefore specified.
Sec. 7. All moneys expended under the authority of this Act shall be paid on vouchers drawn by the commissioners and approved by the comptroller.
Sec. 8. Said commission is hereby authorized to draw upon the treasurer for the purposes herein specified to an amount not to exceed two hundred and twenty-five thousand dollars, and said sum is hereby appropriated for the purpose of this Act, and the treasurer is hereby authorized to issue for the purpose of providing such funds, bonds of this State, not to exceed two hundred and twenty-five thousand dollars, upon the same terms and conditions as those prescribed in the Act approved April 14, 1909, or any amendments made thereto at the present session of the General Assembly, so far as the same may be applicable. Sec. 1. The commissioner of Transportation shall make a location study for a new Connecticut River bridge to replace the bridge presently located across the Connecticut River between the towns of Haddam and East Haddam and shall submit a report of his recommendations to the 1973 session of the general assembly on or before January 10, 1973 (approved July 2, 1971)
Sec. 2. The sum of twenty thousand dollars is appropriated from the highway fund to carry out the purpose of this act. (Vetoed July 2, 1971).
