GENERAL REFERENCES

There is hereby established the Smithfield Sports Advisory Commission with the duties and purposes set forth in this chapter.

A. 
The Smithfield Sports Advisory Commission shall consist of seven members as follows:
(1) 
The president of each of the following organizations, or his or her designee from that organization
(a) 
Smithfield Little League.
(b) 
Smithfield Girls' Softball League.
(c) 
Smithfield Youth Soccer Association.
(d) 
Northern Rhode Island Youth Lacrosse Association.
(e) 
Smithfield Youth Basketball Association.
(f) 
Smithfield Girls' Basketball League.
(2) 
In addition:
(a) 
One School Committee person as designated by the School Committee.
(b) 
The Director of Parks and Recreation, who shall serve as an alternate member with voting privileges only if necessary to satisfy the quorum requirement.
B. 
In the event that a Commission member shall have missed three consecutive meetings without the consent of the Commission Chair, then that person's membership shall expire forthwith. In the event of a vacancy on the Commission for any reason, the particular organization or body left unrepresented by the vacancy will be responsible for the filling of such vacancy after notification by the Commission. Members shall be eligible for reappointment by their respective boards.
The Commission shall meet monthly, organize annually and, by election, shall select from its members a Chair, Vice Chair and Recording Secretary and may adopt such rules of procedure deemed necessary for the proper discharge of its duties. Meetings of the Commission shall be conducted in accordance with the Rhode Island Open Meetings Act.[1] The Chair may call additional meetings as deemed necessary which shall be conducted in accordance with the Rhode Island Open Meetings Act.

Four members of the Commission shall constitute a quorum, and no vacancy in the membership shall impair the right of a quorum to exercise all the rights and perform all the duties of the Commission.

The general duties and purposes of the Smithfield Sports Advisory Commission are as follows:
A. 
Consider, discuss and make recommendations concerning the Town's recreational sports activity programs and the related field and facilities usage, including all Town and school recreational fields and facilities.
B. 
Prepare a Parks and Recreational Capital Improvement Program proposal for submission to the Town Council, outlining one-, three-and five-year proposed capital requirements for consideration.
C. 
Consider and discuss new revenue sources as well as the proposed usage of existing revenue sources.
D. 
Consider, discuss and make recommendations concerning infrastructure requirements.
E. 
Issue a report once a year to the Town Council in September of each year. More frequent reports and specific types of reports may be requested by the Town Council.
F. 
The Commission will issue a report to the Town Council at the inception of each recreational sports league season listing the number of participants, the number of participants that are Smithfield residents and the age categories established by each respective league involved in the reporting.
G. 
Undertake any other duties assigned by the Town Council.
The Commission shall be advisory in nature. Commission members shall serve without compensation. The Town Manager shall provide any clerical or administrative assistance that may be necessary for the Commission to carry out its duties hereunder.
The Commission may be dissolved at any time by the Town Council by the amendment or repeal of this chapter in accordance with the procedures set forth in the Smithfield Home Rule Charter.
