limiting shellfish licenses is not an appropriate shellfish management
option for one or more license categories for the following year:

The Town Clerk or Deputy Town Clerk shall issue commercial shellfish
licenses to residents who have met the requirements of obtaining a
license. The Town Clerk or Deputy Town Clerk shall issue licenses
