It is declared to be the public policy of the Incorporated Village of Huntington Bay to exercise its authority pursuant to Article 8 of the Environmental Conservation Law (Environmental Quality Review).

The Board of Trustees of the Incorporated Village of Huntington Bay is hereby designated as the local agency of such Village to implement the provisions of Article 8 of the Environmental Conservation Law (Environmental Quality Review), and, in the course of such implementation, is authorized to consult for technical assistance with the Village Engineer and conservation-minded and experienced Village residents and to engage in municipal cooperation with the Department of Environmental Conservation of the Town of Huntington.
The terms and procedures set forth in Article 8 of the Environmental Conservation Law (Environmental Quality Review) and the rules and regulations promulgated thereunder (Part 617 of the Title 6 NYCRR) are hereby adopted by reference by the Incorporated Village of Huntington Bay, to be followed in the implementation of Article 8 of the Environmental Conservation Law (Environmental Quality Review), reserving the right to adopt, from time to time, after public hearing, such additional procedures as may be necessary for such implementation.
