No person shall deposit or allow to be deposited, throw or cast
or lay, or permit the same to be done, any offal, vegetables, garbage,
refuse or rubbish of any kind or ashes in any street or in any vacant
lot, except that dirt or ashes may, upon permit granted by the Village
Clerk, be used for filling said lots or depressions in roads or streets.
Any person having either accidentally or otherwise caused glassware,
nails, tacks, metalware or sharp or penetrating substance to be upon
the surface of any street or road in said Village shall immediately
remove the same from the place where this is cast.
No person shall lower the curb or change the grade of any sidewalk
for the purpose of providing a way across said sidewalk except upon
written application for permission to make such change to the Mayor
of the Village, and any permit granted shall be upon condition that
such change shall be made subject to the direction of the said Mayor
and shall provide, if said direction is not complied with, that said
permit shall be revoked and the sidewalk restored at the expense of
the applicant.
No person shall break into or open any street or avenue in the
Village without having first obtained a permit therefor from the Clerk
of the Village. Said permit shall be granted only upon the Clerk's
receiving satisfactory assurance by bond, cash deposit or otherwise
that the damage to be done shall be properly repaired.
No person shall ride or drive a horse, nor drive or permit or
suffer any cart or other vehicle to be driven, nor drive any automobile
over any sidewalk or footpath for any purpose except over a driveway
established for that purpose and except where the same may be necessary
in order to reach land upon which a building is being erected where
no driveway has been established.
No person shall place on any curb, gutter, flagstone, tree,
lamppost, telegraph or telephone pole, barrel, box or hydrant in any
street or public place any handbill, poster, notice, sign or advertisement.

Each offense against the provisions of this chapter or article
shall constitute a violation pursuant to the Penal Law of the State
of New York and shall be punishable as such. Any person or persons
violating any provisions of this article shall be liable for and pay
a fine of not less than $50 and not more than $150 for a conviction
on each offense.
