The Virginia Uniform Statewide Building Code, promulgated pursuant to § 36-98 of the Code of Virginia, together with any amendment thereto in the future, is hereby adopted and made a part of this Code by reference and shall have the same force and effect as if it were printed in the text of this Code.

A. 
The owners or occupants of property abutting upon any street, alley or sidewalk and being located in the Town of Elkton, desiring to construct or maintain any structure, or connect any existing or new structure or portion of any property thereof to property owned or maintained by the Town of Elkton or abutting neighboring property owners, shall contact the Public Works office prior to beginning any project to obtain all of any permits and regulations required for such projects. Examples or such work may be, but are not limited to, the following: new construction, renovations, encroachments, driveways, culverts, drainage ditches, storm drains, fences, satellite dishes, swimming pools, siding, demolition, excavation, tree planting or removal, etc.
B. 
Depending on the scope of the work, permits and/or reviews of plans may be required from, but not limited to, the following: Rockingham County Building Official, Rockingham County Fire Marshall, Virginia Department of Transportation, Department of Environmental Quality and the Health Department It shall be the responsibility of the applicant to ensure all permits and/or reviews, whether listed above or not, are accomplished before work on the project is started.
C. 
Permits shall be required for removal or demolition of any existing permitted construction or accessory uses in any zoning district, including, but not limited to, filling in existing swimming pools.

All permits, except those for land use applications, will have a fee charged in the amount of $20 for each permit required plus any additional charges that may arise such as advertisements for public hearings or engineering costs. Fees for land use permits are listed in Chapter 86, Fees, Article II, Land Use Fees.
It shall be an offense for any person to fail to abide by this article, and any person found guilty thereof shall be subject to a fine not to exceed $500. Each day any violation of this article shall continue shall constitute a separate offense.
