A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
FLASHING BEACON
An array of two or more yellow flashing indications facing in one direction which serves to alert approaching traffic to impending changes in traffic conditions by supplementing certain regulatory or warning signs.

FLASHING SIGNAL

(1) 
An intersectional traffic control device which displays flashing indications to approaching traffic to impending changes in traffic conditions by supplementing certain regulatory or warning signs.
(2) 
An intersectional traffic control device which displays flashing indications to approaching traffic on all approaches to an intersection to notify motorists of possible vehicular intersectional conflict.
HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
A. 
The City shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as it may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
B. 
Additional authority.
(1) 
Police authority.
(a) 
The Police Department is hereby authorized, empowered and ordered to direct, control, restrict and regulate, and, when necessary, temporarily to divert or exclude, in the interests of public safety, health and convenience, the movement of pedestrian, animal and vehicular traffic of every kind, including streetcars, in streets, squares, parks, parkways, alleys, public places and on bridges.
(b) 
Pedestrians, drivers of vehicles and all other persons in streets and public places must at all times comply with any direction of the members of the Police Department as to stopping, starting, approaching or departing from any place, the method of taking up or setting down passengers or loading or unloading freight. Such order and direction of the Police Department may be made by voice or conspicuous signal by arm or hand or by a mechanical device controlled by muscular or other power.
(2) 
Authority of Chief of Police. The Chief of Police of the City of Fulton shall have full authorization to fix and regulate safety zones, parking spaces and taxicab stands required for the public safety or the expeditious movement of traffic in the City of Fulton. Such zones, spaces and stands shall be properly marked and indicated by suitable signs or markings; subject, however, to the direction of the Board of Fire and Police Commissioners. All drivers of vehicles shall obey all rules and regulations prescribed by such Chief of Police and shall avoid driving within any such safety zones and shall park within the parking spaces indicated by such markings.
(3) 
Council to make rules.
(a) 
The Common Council shall have power and it shall be its duty from time to time to make, promulgate and enforce reasonable rules and regulations governing and designating parking, parking spaces, safety zones, loading zones, one-way streets and boulevards for through traffic.
(b) 
Such rules and regulations of the Common Council shall be in writing and signed by the Mayor in triplicate and filed in the office of the Clerk/Chamberlain, office of the Chief of Police and the office of the City Judge. The Common Council shall furthermore furnish the daily newspapers of the City with copies of such rules and regulations as soon as filed and shall cause notice thereof to be published in the official papers of the City.

(4) 
Signs to be erected. The Common Council shall cause to be erected or placed suitable and conspicuous signs designating such parking places, safety zones, loading zones, one-way streets and boulevards in the manner prescribed by the Vehicle and Traffic Law. Such signs, when so placed and erected, are hereby declared to be an order and direction from the Police Department regulating traffic.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VII of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
Regulations shall be adopted by the Common Council in accordance with provisions of the Charter, the General City Law and the Vehicle and Traffic Law, or by an officer or agency authorized by the Common Council to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law.
