Pursuant to Article 7 of the Agriculture and Markets Law of the State of New York, as amended by Part T of Chapter 59 of the Laws of 2010, no person shall own or harbor a dog within the Incorporated Village of Floral Park unless licensed as provided by said law and by the provisions of this article. Any dog owned or harbored within the Village which is duly licensed by a jurisdiction outside the Village of Floral Park shall for a period of 30 days be exempt from the licensing and identification provisions of this article.
All dogs owned or harbored within the Incorporated Village of Floral Park four months of age or older, unless otherwise exempt, shall be licensed. The owner or harboror of each dog required to be licensed shall obtain, complete and return to the Village Clerk a dog license application, together with the license application fee, any applicable license surcharges and such additional fees as may be established by the Village of Floral Park. Each license application shall be accompanied by proof that the dog has been vaccinated against rabies or a statement from a licensed veterinarian that such vaccination would endanger the dog's life, in which case vaccination shall not be required. Each license issued shall be valid for a period of one year and shall not be transferable.

The Village of Floral Park shall establish the fee for a dog license pursuant to this article for all dogs. Exempt from payment of this license fee are applications submitted for a dog license for any guide, hearing, service, war, working search, detection, police or therapy dogs. In addition to the license fee established by this article, each applicant for a dog license shall pay a surcharge as established by resolution of the Board of Trustees if the dog to be licensed is altered, or a fee as established by resolution of the Board of Trustees if the dog sought to be licensed is unaltered. In addition to the license fee imposed by this article, each applicant for a dog license shall pay a fee as established by resolution of the Board of Trustees for the cost of providing replacement identification tags.

The owner of any dog impounded by the Village of Floral Park shall be entitled to redeem that dog within five business days, excluding the day the dog is impounded, provided that the owner produces proof the dog is licensed and identified and pays a fee as provided by resolution of the Board of Trustees.
Any person violating the provisions of § 10-12 hereof shall be guilty of a violation and shall pay the fine as provided by § 118 of the New York State Agriculture and Markets Law. Such violations shall be prosecuted in the Floral Park Village Court and all fines collected from such violation shall be the property of the Village of Floral Park and shall be used as prescribed by § 119 of the New York State Agriculture and Markets Law.
