No person or corporation shall obstruct any watercourse in said
Village of Nyack by throwing, placing or allowing stones, timbers,
plank or rubbish of any description to accumulate therein, so as to
interfere in any way with the free passage of water therein; nor shall
anyone suffer the side walls of any watercourse adjoining or crossing
property owned or occupied by him — where such side
walls now exist or may hereafter be constructed — to
fall and remain out of repair, nor shall anyone suffer any filth,
drainage or overflow from cesspools or water closets to enter any
watercourse or pond in said Village from property owned or occupied
by him.
All persons and corporations owning or occupying property upon
which a pond or artificial reservoir is located shall keep the dams
and walls or such pond or reservoir in proper repair and in safe and
secure condition.
