It shall be unlawful to encumber the streets, sidewalks, lanes or alleys within the City of Fulton with building material, wagons, sleighs, barrels, boxes, merchandise or articles of any kind.

Building material may be deposited on the street in front of any lot to such extent and for such time only as the Commissioner of Public Works, who is hereby authorized and empowered to grant such permission in his discretion, shall so permit.
No awning overhanging any sidewalk in the City of Fulton shall have any part thereof or anything hanging therefrom lower than seven feet from the sidewalk.

No person shall light any fire in the public street or other public place in the City of Fulton. No person lighting a bonfire or other fire in the City of Fulton, except fires in properly installed boilers, furnaces, stoves or heating equipment, shall leave the same unless the same shall be attended and guarded by some person over the age of 18 years.
No person shall hereafter plant or set between the sidewalk and the curbline any tree or shrub without first having applied to the Commissioner of Public Works for and received from him a permit therefor, and no person having so applied for and received such permit shall plant or set any tree or shrub of any species or in any position not expressly provided for in such permit or prohibited in any of the terms and conditions attached to or included in such permit.
No person shall hereafter plant, set or suffer to grow upon his lands or in the space between the sidewalk and the curb adjoining his lands or elsewhere any poplar tree or any tree of the poplar species. Any such tree found to be growing may be ordered and caused to be cut down or otherwise destroyed by the Commissioner of Public Works, and it shall be the duty of every person upon whose lands such tree may be growing to cut down or otherwise destroy the same immediately upon and in accordance with the order and direction of the said Commissioner. The Commissioner of Public Works shall have power to enter upon any premises to cause any such tree to be cut down and destroyed. The Commissioner of Public Works may, in his discretion, however, upon special application by the owner of such land and in cases where in his judgement no danger from roots to any sewer or drain is reasonably apprehended, grant a special permit for the setting of poplar trees on private land in fixed locations, provided that no such location so fixed shall be nearer than 200 feet from the location of any drain or sewer.
No person, firm, association or corporation shall maintain, string or cause to be strung any telegraph, electric wires, cables, electric feed wires of any street-railway company or other appliances for conducting electricity along, over or upon any of the streets of the City of Fulton or adjacent to any of the streets of said City of Fulton so as to interfere with the growth of any shade tree or in such a manner as to injure or cause to be injured any such shade tree.
No person shall scatter ashes, wastepaper, handbills, circulars, rubbish or other materials in any public street or place within the City of Fulton, except by permission in writing from the Department of Public Works.

All sidewalks built in the streets of the City of Fulton shall be laid and constructed only by a person approved by the Commissioner of Public Works as having had sufficient experience in concrete construction and knowledge thereof as satisfies the Commissioner of Public Works that such walks will be properly and skillfully constructed in accordance with the specifications established and which may hereafter be established by the Commissioner of Public Works, and who shall have filed with the Clerk/Chamberlain an undertaking, with one or more sureties approved by said Commissioner, conditions that if such sidewalks or any sidewalk constructed by said person shall prove unsatisfactory to the Commissioner of Public Works or become dangerous or unfit for travel within the period of five years, the same will be relaid, reconstructed or rebuilt as the Commissioner of Public Works shall deem proper without expense to the City of Fulton or the abutting owner, and if not so constructed, rebuilt or repaired as directed by the Commissioner of Public Works, such work may be done by the City of Fulton at the expense of said person, who shall reimburse the City for the cost thereof.

No person shall move or cause to permit to be moved any building into, along or upon any street without written permission from the Commissioner of Public Works, and then only under the supervision and according to the directions of the Commissioner of Public Works.

A. 
It shall be prohibited to place, push, shovel or deposit in any way or cause to be pushed, placed, shoveled or deposited or suffer to be pushed, placed, shoveled or deposited any snow, mud, debris, slush, ice or other form of precipitation onto a sidewalk or public street or any part thereof within the City of Fulton by any person, persons, firm, association or corporation, individually or by agents, servants, employees or independent contractors. If any such thing or substance that might tend to make the surface of the street and/or sidewalk unsafe for vehicular and/or pedestrian passageway or might cause damage to other City property is placed, pushed, shoveled or deposited into the street or onto the sidewalk in this City, it shall be the duty of the driver of the vehicle and/or owner of the vehicle or any other person, persons, firm, association or corporation, individually or by agents, servants, employees or independent contractors, to forthwith completely remove the same from the street or pavement.
B. 
No person or entity shall establish, maintain or carry on, upon or near a City street or other route of public travel, either on the land or water, any business, trade or manufacture which facilitates a violation of Subsection A of this section.
C. 
On a corner lot in the public right-of-way, no person shall place, push, shovel or deposit in any way or cause to be pushed, placed, shoveled or deposited any snow, debris, building material or any other item which exceeds three feet in height above street grade in such a manner as to obstruct the line of sight for the safe operation of a motor vehicle or bicycle by its operator while navigating the intersection.
D. 
Obstruction of fire hydrants is prohibited.
E. 
In addition, but not by way of substitution therefor or limitation thereof, the City of Fulton may cause the removal of said obstructions and assess the expense thereof upon the landowner or person responsible and place said expense upon the assessment roll for the next ensuing year if it remains unpaid when said assessment roll is adopted.

Any violation of any provision or section of this article of the Code of the City of Fulton shall constitute a violation and shall be punishable by a fine of not less than $50 nor more than $250 and/or imprisonment of not more than 15 days.
