Board of Health legislation — See Part III, Ch. 500 et seq., of the Code.
The Board of Health is hereby established.

A.
The Board of Health shall consist of five members. The Mayor shall
nominate and, with the advice and consent of the Council, appoint
the members of the Board of Health. Each Board member shall hold office
for a term of three years except in the case of vacancies. Each vacancy
shall be filled for the unexpired portion of the term only.
B.
The position of alternate member of the Board of Health is hereby
established. The Mayor, with the advice and consent of the Council,
shall appoint two alternate members to the Board of Health. Alternate
members shall be designated at the time of appointment by the Mayor
as "Alternate No. 1" and "Alternate No. 2." The terms of the alternate
members shall be for two years, except that the terms of the alternate
members first appointed shall be two years for Alternate No. 1 and
one year for Alternate No. 2, so that the term of not more than one
alternate member shall expire in any one year. A vacancy occurring
otherwise than by expiration of term shall be filled by the Mayor
for the unexpired term only.
C.
Alternate members may participate in all matters but may not vote
except in the absence or disqualification of a regular member of any
class. A vote shall not be delayed in order that a regular member
may vote instead of an alternate member. In the event that a choice
must be made as to which alternate member is to vote, Alternate No.
1 shall vote first.
The Board shall adopt rules and regulations
for its own government and that of its officers and employees, not
inconsistent with law or the State Sanitary Code.
The Board of Health shall elect a President
from among its own membership. It shall appoint a Registrar of Vital
Statistics, Clerk and Sanitary Inspector. The Board may also appoint
such other officers and assistants as the Board may deem necessary.
All appointees of the Board shall be governed by the rules of the
Board and they may be removed for cause by the Board.
Members of the Police Department shall report
to the Board every violation of any health ordinance which comes within
their observation and knowledge.
The Board of Health shall not contract any debt
or debts of any kind beyond the amount of appropriations made for
its use by the Council.
