There is hereby imposed a connection fee for each connection made to the water system of the Township which is due and payable at the time an application for connection permit is filed as hereinabove provided. The connection fee shall be established by resolution, from time to time, by the Board of Supervisors.

Water rates and charges shall be applicable to all water service rendered by the Township within the Township or the Township's jurisdiction. For each connected 5/8 inch and 3/4 inch meter:
First 10,000 gallons
$40 per quarter
10,001 — 20,000 gallons
$1.30 per 1,000 gallons
In excess of 20,000 gallons
$1.20 per 1,000 gallons

There are intended to be no exemptions from charges for water service under these regulations regardless of the fact that these services may be rendered to charitable or community organizations; provided, however, that such facilities may be exonerated by appropriate action of the Township.

All bills for water service shall be sent to the owners of the respective properties connected with the water system as distinguished from lessees, tenants or purchasers under agreement of sale. Nothing herein shall be construed, however, to prevent the Township from collecting amounts due from any person legally liable therefore, upon written notice to such party of the amount due.
2. 
Bills for residential and commercial units connected to the water system shall be rendered quarterly on the first day of the month following three calendar months or part thereof in which service was provided to the billing unit. Such bills are payable immediately upon receipt thereof. If not paid within 15 days from the date of such bill, there shall be added to the bill a penalty of 10%. Failure to make payment within 45 days at the quarterly billing date applicable will then result in discontinuance of water service for which a fee, as established from time to time by resolution of the Board of Supervisors, shall also be paid in addition to all delinquent amounts prior to turning on the water.

The effective date for the commencement of billing for water service shall be the first day of the month following the date when the connection was made.

Water rates due and payable to the Township shall be collected and the collection shall be enforced in the manner provided by law for the assessment and collection of charges and enforcement thereof through municipal liens and otherwise under the laws of the Commonwealth of Pennsylvania.

If a check received in payment of a consumer's account is returned to the Township unpaid by the consumer's bank and cannot be redeposited by the Township for payment on the second attempt, a charge for the returned check, which amount may be established from time to time by resolution of the Board of Supervisors, will be added to the consumer's account.

Water Meters. The Township will furnish and install free of charge a Township-approved water meter to all persons who make application for and are issued a permit to connect to the Londonderry Township Water System. (See § 201(5)). The water meter will be installed by the Township or its designated contractor when notified by the permit applicant that the applicant's plumber has completed the plumbing installation. The plumber will provide piping for the appropriate water meter which is to be utilized in the dwelling. Use of water without being metered is prohibited.
2. 
Care of Water Meters. Water meters must be kept accessible at all times to facilitate the meter reading. Storage items or refuse must not be placed close to the water meter. The water meter can be subject to freezing causing damage and rendering the water meter useless. When installed, the location selected must be a location providing protection against freezing. If at any time a water meter is allowed to freeze and becomes damaged, the property owner, who is responsible for the water payment bill, will be required to pay the cost for a new and usable replacement meter. A separate invoice will be rendered by the Township for the new water meter and is payable prior to installation of the meter. Cost of a replacement water meter shall be as established from time to time by resolution of the Board of Supervisors.
3. 
A curb valve box shall be installed by the Township for providing a means to shut off the water supply in case of an emergency. It is unlawful to cover a curb valve box for any reason without notifying the Township. The Township is responsible to raise the curb valve box to the desired level.
