As used in this chapter, the following terms shall have the meanings indicated:
BUILDING
The principal building or buildings on each lot and shall not be deemed to include any minor building.
NUMBER
Arabic numbers only.
The Town Code Enforcement Officer is hereby authorized to decide which building or buildings on any particular lot shall be numbered.
A. 
It shall be the duty of every owner of a building in the Town of Hamlin to cause to be displayed thereon the street number of said building and at all times to maintain such number in compliance with the provisions of this chapter.
B. 
In the case of a new construction, no temporary or final certificates of occupancy will be issued until the Town Code Enforcement Officer verifies that such street numbers have been properly installed. Furthermore, no inspection for new construction will be provided until the developer installs the lot number in a prominent location on the site, prior to construction.[1]

C. 
Existing buildings are to comply no later than September 30, 1992.
A. 
The figure or figures comprising the number to be displayed on a building shall be at least five inches in height and shall be placed on the front of said building in a prominent and conspicuous place and in such a manner as to be plainly legible from the center of the street at all times between sunrise and sunset. The color of said figures shall be in sharp contrast to the color of their background; provided, however, that, so far as the purpose or intent of this chapter is concerned, the front of the building shall be construed as that side of the building which faces the street on which the number or numbers of such building or premises have been allotted and that the number or numbers shall be displayed on such side of such building or premises.
B. 
The numbers shall be so placed so that they will not be obstructed by trees, shrubbery, porches or other extensions of the building.
C. 
Wherever practicable, said number shall be placed near some light or source of illumination so that it may be readily seen at night.
D. 
Where the building upon which the number is to be displayed is more than 75 feet from the edge of the right-of-way, whether improved or not, of the street or road serving the building, the number shall, in addition to the other requirements of this chapter, be displayed on a sign readily visible from the road or street and in no event further back than 25 feet from said road or street right-of-way.
E. 
Any building having street numbers, logical in sequence, within the distance required, a minimum of four inches in height and of contrasting colors as of the effective date of this section, shall be deemed to be in substantial compliance with this section.
Each separate building or dwelling shall be assigned a separate number by the Town, in conformity with a uniform numbering system encompassing the entire Town. The display of any Arabic house number other than the number assigned by the Town or the absence of Arabic address numbers or the insecure fastening or absence of any Arabic whole number thereof shall be considered in violation of this chapter.
A. 
Noncompliance deemed a violation. Any person, corporation, partnership or other entity owning a building within the Town of Hamlin refusing or neglecting, for 30 days after notice from the Code Enforcement Officer, to place the proper designated number on said building shall be deemed in violation of this chapter.
B. 
Service of notice. The notice provided for in Subsection A may be given by personal service or by mailing a copy thereof to the last known address of the owner.
C. 
Numbering of building by Town. In the event of the neglect or refusal of any owner, after notice, to cause said building to be properly numbered, the Code Enforcement Officer for the Town of Hamlin, upon being advised by the Town Board, may cause said building to be properly numbered.
D. 
Report; assessment of costs. The Code Enforcement Officer shall report the cost of numbering said building to the Town Board, and such Board shall order the Assessor to assess the cost of the same upon such premises, and the Assessor shall include the same in the next assessment roll.
Any person violating any of the provisions of this chapter shall, upon conviction, be punishable by a fine not to exceed $250.
