It shall be unlawful for any person, firm or corporation to establish, maintain, operate or conduct within the Town of Hamlin any house-trailer park or tourist camp without obtaining a license as is hereafter provided.
Every person, firm or corporation desiring a license to conduct a house-trailer park or tourist camp within the Town of Hamlin shall first make application, in writing, to the Town Clerk. The application shall include the name and address of each person or persons, officer or directors, the nature and extent of his interest in the business for which a license is desired and the signature and address of the property owner involved consenting the premises to be used as stated in the application. Such application shall also state the number of parcels proposed and planned and satisfactory proof that the applicant has complied with the requirement and regulations of the Monroe County Health Department and with the Sanitary Code of the State of New York. Each application shall be accompanied by a complete plan of the proposed camp or park drawn to scale, showing the layout of such, the location, size and arrangement of each park or camp parcel, location of streets, location and number of service buildings, location of water service facilities and fire protection, fire extinguisher, location of garbage receptacles, leaching field, where permitted, and public utility installations.
An application for a house-trailer park shall be accompanied by an investigation fee as set from time to time by resolution of the Town Board. An application for a tourist camp shall be accompanied by an investigation fee as set from time to time by resolution of the Town Board. The amount to be paid shall cover the required investigation and, if a license is subsequently issued, said sum shall be applied on account of a license fee, but in the event a license is not issued, such investigation fee shall be retained by the Town.

Upon receipt of an application for renewal of a licensed trailer park or camp, pursuant to § 454-12 of this chapter, the Town Clerk will submit the application to the Assessor who will compare the number of parcels identified on the renewal application with assessment records. Upon the Assessor's approval of the number of parcels set forth on the application, the application will be submitted to the Building Inspector who shall inspect the trailer park or camp to determine whether the premises is in compliance with the provisions of this chapter. Such inspection shall be performed no later than August 15 of each year. In the event there are violations, the Building Inspector shall issue a notice of deficiency which sets forth each deficiency. Such notice shall be issued no later than September 1 and shall provide that all deficiencies must be cured and the premises brought into compliance with the provisions of this chapter and the applicable license no later than October 1 of that year. In the event a deficiency notice is issued, the Building Inspector shall reinspect the premises no later than October 15 of that year. The Building Inspector must file a certificate of compliance with the Town Clerk, or commence legal proceedings pursuant to Article VII of this chapter no later than November 30. If a certificate of compliance is filed, the Town Clerk shall mail a copy of the certificate to the licensee.

The Town Clerk shall issue the license to the applicant with the following information stated in the license: the name and address, the number of parcels and/or campsites, the expiration date and the amount of fee paid.
A. 
General. The Town Clerk shall issue a license to the applicant upon payment of the required fees which shall be set from time to time by resolution of the Town Board. The fees are annual.
B. 
Temporary. The fee for a ninety-day temporary trailer permit shall be as set from time to time by resolution of the Town Board.

All licenses expire on December 31 of each year. The licensee shall apply for renewal of the license on or before June 1 of each year. Upon filing a properly completed application and paying the annual license fee and upon receipt of a certificate of compliance from the Building Inspector, the Town Clerk shall issue a renewal license for one year. In the event, however, that the licensee seeks any amendments to the license, such as an increase in the number of parcels or campsites, an application for such amendments must be made to the Planning Board, in which event the Town Clerk shall not issue the renewal license until an approval of the Planning Board for such amendment has been filed with the Town Clerk.
