The purpose of this chapter is to establish a Suffolk County
Senior Citizens' Advisory Board to advise and assist the Director
of the Suffolk County Office for the Aging to develop a network of
services to assist older residents to remain independent in their
homes and communities for as long as possible.
A.
To assist in the accomplishment of the purposes of this chapter,
a Board designated as the "Suffolk County Senior Citizens' Advisory
Board" is hereby created.
B.
The County Executive shall appoint, subject to the approval of the
Suffolk County Legislature, a Board of not less than 10 members. The
Board shall consist of representatives of agencies operating senior
citizens' programs and of the general public. One-half of the
members shall be residents of Suffolk County, 60 years of age or over,
and at least one such member shall be a member of an ethnic minority
group. The Director of the Office for the Aging will serve as an ex-officio
member of the Board. One member of the Board shall be designated by
the County Executive to serve as Chairperson of the Board, subject
to confirmation by the Suffolk County Legislature. Each member shall
be appointed for a term of three years.
C.
The Chairperson and all members of the Board shall serve without
salary or compensation but shall be allowed their actual and necessary
expenses incurred in the performance of their duties under this chapter.
D.
The Board shall meet at least six times per year, at such times and
places as may be fixed by the Chairperson.
E.
A majority of those present and voting shall be sufficient to carry
any business or resolution of the Board, provided that a quorum of
at least five members is present.
The Board shall have the following powers, duties and responsibilities:
A.
Advise the Director of the Office for the Aging on issues and concerns
facing older residents in the community.
B.
Assist the Office for the Aging in developing the Annual Plan for
Aging Services in Suffolk County.
C.
Attend annual public hearings on the Annual Plan for Aging Services
in Suffolk County.
D.
Review nominations and recommend an honoree for the annual Suffolk
County Senior of the Year award.
E.
Advise the Director of the Office for the Aging and assist with advocacy
to federal, state, and County elected officials on issues affecting
older adults.
F.
Perform such other duties as may be requested by the County Executive
or the County Legislature.
G.
Advise the County Executive and the County Legislature on all matters
relating to the development and administration of programs under the
Older Americans Act of 1965, as well as other federal and state programs
involving older residents.
