Off-street unmetered parking areas operated by the Borough are established in those areas listed in § 400-78, which is incorporated by reference into and made a part of this section.
Every vehicle parked in an unmetered parking area shall be parked wholly within the lines bounding the individual parking space in which that vehicle is parked. It shall be unlawful and a violation of this article for any person to park a vehicle or to allow a vehicle to remain parked in any such unmetered parking area except in the manner required by this section.
In snow and ice emergencies, established as provided in § 400-19A, the following parking restrictions shall apply:
A. 
In Municipal Parking Lot No. 1, located at the rear of the Municipal Building, parking shall be prohibited on the west side of the lot in the first twelve-hour period after the declaration of a snow and ice emergency and parking shall be prohibited on the east side of the lot in the second twelve-hour period after declaration of a snow and ice emergency.
It shall be unlawful for any person to park a vehicle or to allow a vehicle to remain parked in any unmetered area: a) for longer than the maximum parking time prescribed for that parking area in § 400-78; or b) on any day when, as indicated in § 400-78, that parking area is not in operation; or c) at any time other than the hours when, as prescribed in § 400-78, that parking area shall not be in operation.
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs, provided that the provisions of § 400-28, relating to placement of parking tickets on vehicles, shall apply to violations of this article.
