In all locations in the Borough where official traffic-control signals are installed, pedestrians, except where directed otherwise by pedestrian-control signals installed under § 400-56, shall obey the directions of those traffic-control signals, as follows:
A.
At the locations listed in § 400-80, which is incorporated by reference into and made a part of this section, pedestrian-control signals shall be erected (or are ratified if previously erected.)
B.
Every pedestrian facing a steady signal exhibiting "Don't Walk" shall
not start to cross the roadway in the direction of the signal, but
any pedestrian who has partially completed his crossing on the "Walk"
signal shall proceed to a sidewalk or safety zone while the "Don't
Walk" signal is showing.
C.
Whenever the "Don't Walk" indication is flashing, pedestrians shall
not start to cross the roadway in the direction of the indication,
but any pedestrian who has partially completed crossing during the
"Walk" indication shall proceed to a sidewalk or safety zone, and
all drivers of vehicles shall yield to the pedestrian.
Section 400-81, which lists locations where there are pedestrian crossing restrictions not covered in § 400-80, is incorporated by reference into and made a part of this section and of § 400-58. In locations listed in that appendix as "pedestrian crossing unlawful" it shall be unlawful for any pedestrian, except where authorized by a police officer or other appropriately attired person with authority to direct, control or regulate traffic, to cross the roadway at that location.
It shall be unlawful for any pedestrian:
Any person who violates any provision of this article shall,
upon conviction, be sentenced to pay a fine of $5 and costs.
