Editor's Note: Former Art. VII, Pedestrian and Bicycle Safety Committee, adopted 4-19-2004 by Ord. No. 1866 (Ch. 3, Art. 17 of the 1986 Code), as amended, was repealed 11-16-2020 by Ord. No. 3017. This ordinance also redesignated former Art. VIII as Art. VII.
A. 
Purpose. The Public Arts Committee shall be established to recommend policies and guidelines for the planning and implementation of a formal, phased program for selecting artist/design professionals and for designing and placing public art throughout the Village of Shorewood.
B. 
Membership. The Public Arts Committee should consist of seven members, appointed by the Village President with the approval of the Village Board, who shall serve without compensation.
(1) 
Membership shall include at least one member or designee from the Village Board and from the Community Development Authority. Skills and interests of committee members should include, but not be limited to, the following:
(a) 
Interest in and/or a professional background in the arts, architecture and other design-related activities;
(b) 
Marketing and communications;
(c) 
Fund-raising;
(d) 
Education;
(e) 
Community-related volunteer activities.
(2) 
Village of Shorewood staff will provide support as required, assigned by Village Manager.
(3) 
Members of the Committee shall elect their own chair and adopt such rules as they deem advisable, but which shall not conflict with the provisions of this section.
(4) 
All appointments shall be for staggered terms of three years commencing June 1 of the year of appointment, provided that any vacancies shall be filled for the unexpired term of the original appointment. Members shall serve until their successors have been appointed.
C. 
Organization.
(1) 
Meetings shall be held at the call of the chair when requested by a Village staff member, a member of the Committee or by the chair. All meetings shall be open to the public except as allowed by applicable law.
(2) 
Minutes shall be kept showing all actions taken and shall be a public record.
(3) 
A quorum for meeting and voting shall be four members and all action shall require the concurring vote of at least the majority of those members present.
D. 
Duties and responsibilities. The duties and responsibilities of the Committee shall include but not be limited to:
(1) 
Developing guidelines for placing "works of art" at Village of Shorewood entries, plazas and other locations throughout the Village of Shorewood.
(2) 
Recommending a budget for the public art program and receiving approval by the member organizations.
(3) 
Coordinating activities with other committees, boards and commissions.
(4) 
Making recommendations to the Village Board supporting the purpose as set forth in Subsection A hereof.
E. 
Notice of meeting. At least seven days' notice shall be given to members of the Public Arts Committee of each meeting and publicly posted as required by law. The Committee chair or the chair's designee will arrange for this notice to be sent to interested parties as the chair deems advisable. Such written notice may be given by mail, e-mail, or in person and shall include the time, place and purpose of the meeting.
