The Village Board of Trustees finds that, due to the relatively small population of the Village of Rye Brook, it is not always possible to fill certain offices in Village government requiring municipal, administrative, enforcement or financial expertise with Village residents who are duly qualified to hold such positions.

Notwithstanding any provisions of any general or special law, the following residency requirements shall apply in the Village of Rye Brook:
A. 
The Village Treasurer and Deputy Village Treasurer of the Village of Rye Brook need not be residents of the Village of Rye Brook but must be residents of New York State.
B. 
The Village Administrator, Assistant Village Administrator, Village Clerk, Deputy Village Clerk, Village Engineer, Superintendent of Public Works, Village Building Inspector and Assistant Village Building Inspector need not be residents of the Village of Rye Brook but must be residents of Westchester County or an adjoining county, including Bronx County, Rockland County, Putnam County or Orange County.

The Board of Trustees may, from time to time by resolution, provide that appointed police officers of the Village of Rye Brook need not be residents of the Village but must be residents of Westchester County, any county adjoining Westchester County, Dutchess County, Kings County, Queens County, New York County, Richmond County, Sullivan County, or Ulster County in the State of New York.
This article shall supersede any inconsistent provisions of the Public Officers Law § 3, the Public Officers Law § 30 and Village Law § 3-300.
