No exterior construction, destruction or alterations of any property or building in the Town of Indian Head shall be made unless or until a building permit shall have been first obtained from the Town.
A.
Applications for permits shall be available in the Town Finance Officer's office. The application shall be completed and filed, in duplicate, with the Town Finance Officer or designee. The application shall be of a format determined by the Town Manager, and a copy of the current application shall be filed with this regulation. The application shall be accompanied by a drawing or plat, in duplicate, or as required by the Town Manager, showing, with dimensions, lot lines, the building or buildings, the location of buildings on the lot and such other information as may be necessary to provide for the enforcement of these regulations, including, if necessary, a boundary survey and a staking of the lot by a competent surveyor and complete construction plans and specifications. The drawing shall contain suitable notations indicating the proposed use of all land and buildings. A careful record of the original copy of such applications and plans shall be kept in the office of the Town Finance Officer, and a duplicate copy shall be kept at the building at all times during construction. Plats will not be returned. Building plans will be returned at the issuance of the occupancy permit.

B.
One copy of the as-built plot plans shall be provided to the Town at the time of issuance of the occupancy permit.
C.
All applications for permit shall be accompanied by all applicable fees, which shall be established, from time to time, by the Town Council. A copy of the fee schedule shall be kept on file with this regulation.
D.
Every plan for the erection of a new building must, in addition, show thereon that suitable provisions have been made for connection to the municipal sewer system if service is available or for the construction of an approved sanitary disposal system if the new construction cannot be connect to the municipal sewerage system. Connections shall be illustrated on the as-built plot plans (see Subsection B above).
The following procedure shall be followed by the Town officials in regard to issuing building permits:
A.
A permit shall be issued by the Town Clerk only after such permit application has been approved by the Town Manager. In the event that any application for a permit is disapproved, the applicant shall be entitled to be notified, in writing, of the grounds on which the application was rejected. Nothing herein shall be construed to limit the number of times an applicant may make an application or submit the same or revised building plans, which shall be considered as in the manner above specified. An applicant who satisfactorily alters or amends the plans and specifications as indicated in any Town Manager rejection shall not have a new application rejected for any of the same reasons as applied when the application was first submitted, if such specifications do now comply with and conform to the Code of Ordinances herein set forth. All building permits shall expire six months after their issue, unless updated by the applicant within the six-month period.
B.
The Town shall require a building permit for all new construction of main structures, such as houses, commercial buildings and public buildings.
C.
A site inspection and approval will be made by the Building Official prior to excavation for the foundation. A request will be made for site inspection when the corner markers are set. The request will be made by the owner or his agent. The reason for site inspection is to ensure conformity with setback regulations in Chapter 440, Zoning.
D.
The contractor and the Building Inspector will oversee the construction, which will take place during the period specified in the application.
E.
Upon completion of the project, the Building Inspector and the Building Official will be notified by the owner or his agent and a final inspection requested.
F.
At completion of the final inspection of approval of the Building Inspector, the Building Official will issue an occupancy permit within 14 days.

G.
One copy of the as-built plot plans shall be submitted at the time an occupancy permit is issued (see § 170-5B).
