No person who is the owner or has control of any livestock shall suffer or permit such livestock to run or be at large in any of the public streets, highways or places within the village.
As used in this chapter, the following terms shall have the meanings indicated:
LIVESTOCK
Includes cattle, sheep, hogs, goats, horses, poultry and fur-bearing animals.
A. 
It shall be unlawful for any person to harbor or keep livestock within the village unless such person shall have a permit from the Zoning Board of Appeals to allow livestock to be kept.
B. 
A permit may be granted by the Zoning Board of Appeals for a period not to exceed two years. Such permit shall specify the number, sex and general age of the livestock to be kept.
A. 
The Zoning Board of Appeals may revoke such permit if the livestock are not kept in a sanitary manner or are kept under such conditions as to constitute a nuisance or the number of livestock kept is increased without authorization.
B. 
Such revocation shall be effective two weeks after service of a written notice thereof on the person harboring or keeping the livestock.

A violation of any provision of this chapter shall be punishable by a fine not to exceed $250 and/or a maximum of 15 days' imprisonment, except where penalties established by statute apply. Each day that any such violation shall continue shall constitute a separate violation.
