In the numbering of the houses and buildings on any street,
the odd numbers shall be on the right-hand side and the even numbers
on the left-hand side in the progressive order of numbering, beginning
with the lowest numbers and proceeding therefrom with increasing numbers,
but omitting for vacant lots and spaces, according to the system hereinafter
set forth.
The numbering of Main Street shall begin at the southerly end.
The numbering of any street connecting with Main Street but not crossing
Main Street shall begin at Main Street. The numbering of any street
crossing Main Street begin at the southerly or westerly end. The numbering
of any street connecting with Union Avenue but not with Main Street
shall begin at Union Avenue. The numbering of a street leading off
from any street connecting with Main Street or with Union Avenue shall
begin at said connecting street. The numbering of a street leading
off from any street whatever and likely to be farther extended shall
begin at said street from which it leads off. The numbering of any
street not provided for by the foregoing rules or of any street for
which the rules conflict shall begin at the southerly or westerly
end, unless otherwise specially provided for.
The numbering of Fair Street shall begin at Academy Street.
The numbering of Messer Street shall begin at Church Street. The numbering
of Center Street shall begin at Adams Street.
The numbering of Endicott Street shall begin at the Gilford
line. The numbering of Lakeside Avenue shall begin at Endicott Street.
The numbering of any street intersecting with either Endicott Street
of Lakeside Avenue shall begin at said intersection. The numbering
of any street intersecting with Weeks Street shall begin at said street.
In the residential part of the City every 25 feet measured along
the center of the street and in the business part of the City every
12Â 1/2 feet measured along the center of the street shall have
an odd number for the right-hand side of the street and the next even
number for the left-hand side of the street, which said number shall
be the proper number for any door or entrance to any house or building
having a door or entrance within such space. If there are two or more
doors or entrances needing to be numbered within one of such spaces
and on the same side of the street, they may be distinguished by giving
to one the number of an adjoining space having no door or entrance
to be numbered or by using a fractional number or by using the number
of such space with a letter following.
For the purposes of the preceding section, the "business part
of the City" is defined as follows: Main Street from a point 308 feet
south of Union Avenue to Church Street; Mill Plaza from Beacon Street
East to footbridge, so-called; Beacon Street East; Beacon Street West;
Hanover Street; Canal Street; Pleasant Street from its southern intersection
with Main Street to New Salem Street; Water Street from Main Street
to a point 200 feet therefrom; Court Street from Main Street to Academy
Street; Union Avenue from Main Street to Locust Street and from Laurel
Street to Harrison Street; Elm Street from Union Avenue to Franklin
Street; Fore Street; Gold Street; Clinton Street from Union Avenue
to Mechanic Street; Lakeside Avenue from Endicott Street to Centenary
Avenue; Tower Street from Lakeside Avenue to Maple Street.
The Director of Public Works shall keep a record of the correct number for every door or entrance of any house or building fronting on any street, as the same may have been determined by him or his predecessors. He shall determine, in accordance with the provision of § 123-2, where the numbering of any new street shall begin and shall determine and keep a like record of the correct number for the door or entrance of any new house or building on any street. Such record shall be open to the inspection of all persons interested. On application of the owner of any house or building, he shall furnish a statement of the correct number or numbers therefor. He shall also notify the owner of any house or building known to him not to be numbered or not to be properly numbered with the correct number affixed, as provided in the following section, giving such description as may identify the house or building, the proper number or numbers and instructions for procuring and affixing the same.
The owner so notified shall, within 60 days thereafter, affix
to every door or entrance specified in the notice the designated number,
in metal or other suitable material, at least two inches in height
and so placed as to be plainly visible and legible at all times from
the street. In default thereof, he shall be punished by a fine of
not more than $25. If such default shall continue for one week after
conviction therefor, he shall be punished by a fine of not more than
$25 for each additional week that such default may continue.
When any house or building has two or more doors or entrances
fronting on any street, but not appropriated to different occupants,
nothing herein shall be construed as requiring that each door or entrance
shall be numbered.
The Director of Public Works' determination of the proper
number or numbers of any house or building, if the owner has acted
thereon and affixed the number or numbers so determined, shall not
be changed without the consent of such owner or the vote of the City
Council. All the determinations heretofore made by the Public Works
Department of the City as to the proper place to begin numbering of
any street, if numbers have been affixed in accordance therewith,
are hereby ratified and confirmed.
