In order to facilitate the movement of traffic and to combat
the hazards of snow and ice on the snow emergency routes named in
this Part, the Chairman or Vice Chairman of the Board of Supervisors
of Ralpho Township, or the head of the Road Department of Ralpho Township,
in his discretion, may declare a snow and ice emergency (designated
in this Part as a "snow emergency"). Information on the existence
of a snow emergency shall be given by the Township of Ralpho through
radio, newspaper or other available media, and information on the
termination of the emergency may be given by use of the same media.

After any snow emergency is declared, it shall be unlawful,
at any time during the continuance of the emergency, for any person:
A. To park a motor vehicle or to allow that vehicle to remain parked
anywhere on any snow emergency route designated in § 603
of this Part.
B. To drive any motor vehicle on any such snow emergency route, unless
that vehicle is equipped with all-weather radial tires, snow tires
or chains.

Parking on the following streets is prohibited during winter
maintenance and until said maintenance is completed on that street,
whether or not a snow emergency is declared:

1. It shall be unlawful for any person, firm or corporation to remove
or cause to be removed snow or ice from any public or private property
and to put, place, deposit, or cause to be put, placed or deposited
said snow on or immediately next to a fire hydrant or any sidewalk
or on any portion of the street or right-of-way used for vehicular
travel.
2. It shall be unlawful for any person, firm or corporation to put,
place, deposit or cause to be put, placed or deposited any grass,
weeds or lawn trimmings, or any other cut vegetation or brush resulting
from lawn or property maintenance, on or immediately next to any sidewalk
or any portion of the street or right-of-way such that said trimmings
wash or may become washed into a storm or other roadway drain.

It shall be unlawful for any property owner or tenant with a
fire hydrant on his, her or its property or in a street right-of-way
adjacent to said property to permit said hydrants to become obstructed
with ice, snow or other debris. It is the responsibility of said owners
or tenants to make certain the fire hydrant is accessible for fire-fighting
purposes within 24 hours after a weather event.

Any person, firm or corporation who violates §§ 602, 603A, 603B or 603C of this Part
6 shall, upon conviction thereof, be sentenced to pay a fine of not less than $100 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.
