The purpose of this Part is to allow the creation of an add-on lot through a simplified procedure. Add-on subdivisions involve parcels of land that may or may not meet all of the requirements of a lot as defined by these regulations for the district in which it is located.
Add-on subdivisions allow owners of land to subdivide land and convey such subdivisions to adjacent property owners. The subdivision shall not create a "nonconforming lot" of the residue land after subdivision. The lot created by the add-on subdivision shall be conveyed to the adjoining property owner and shall be considered to be an extension of that property owner's original lot. Any additional development of this new combined lot shall meet the requirements of all Township ordinances.

Only a final plan submission is required for add-on subdivision. The developer or subdivider shall file five copies of the subdivision plan with the requisite fee and application form with the Commission.

The Planning Commission will review the plans and approve or disapprove the same within 60 days, or it shall be deemed the plan has been approved. The review will basically be concerned with the following items:
A. 
That the future street pattern of the area will not be adversely affected by the proposed subdivision.
B. 
That the development does not create problems in the design of future utilities.
C. 
Other factors such as geology, terrain, location in floodplain, etc.
D. 
That the lots remaining after subdivision meet all applicable requirements of this Chapter.

After making any necessary changes, the subdivider may resubmit the plan for approval.

If the plan is found to conform to this Chapter, the Planning Commission shall approve and sign the plan, and submit it to the Board of Supervisors for approval. After approval by the Board of Supervisors, the subdivider shall record the plan in the office of the Northumberland County Recorder of Deeds within 90 days and furnish the Board of Supervisors proof thereof.

Add-on subdivision plans shall conform to the following:
A. 
Title Block. The title block shall show the name of the subdivision, municipality in which located, name and address of the owner, name, address and seal of the engineer or surveyor, and the date of preparation.
B. 
Location Sketch. A location sketch shall be shown, north oriented to the top of the drawing, showing the subdivision in relationship to contiguous roads and land. A USGS map at a scale of one inch equals 2,000 feet may be used as source information. A tract map shall also be provided on a scale the same as the Northumberland County tax assessment maps and shall show the proposed subdivision and residue land.
C. 
Plan Information. Shall be as outlined in the preliminary plan and final plan requirements Sections of this Chapter, as applicable.
D. 
Accompanying data shall be submitted as required by this Chapter.
E. 
Submission, distribution, review and action by the Planning Commission and Board of Supervisors shall be in accordance with § 305 of this Chapter.
F. 
A note shall appear on the subdivision plan indicating that the add-on subdivision is "not for development" and shall further indicate to whom the add-on subdivision is to be conveyed. The note shall also include a statement that the residue lot, after subdivision, meets the requirements of the Zoning Ordinance [Chapter 27].

No further subdivision of an add-on subdivision will be permitted unless it can fully meet the requirements of this or subsequent ordinances.
