It shall be unlawful for any owner, tenant and/or occupant of any property adjoining any street in the Township to do or allow any of the following on the pavement of such street:
A. 
The placement and/or piling of leaves, refuse and/or other vegetative matter.
B. 
The burning of leaves, refuse and/or other vegetative matter.

A. 
Any person, firm or corporation violating any provision of this article shall, upon conviction, be punishable by a fine not exceeding $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, shall be imprisoned for a term not exceeding 30 days.
B. 
Such fine shall be issued in the form of a citation issued by a Township police officer. The police officer issuing the citation shall deliver it to the property owner or tenant having responsibility for the property, lawfully present on the premises at which the violation is occurring at the time the citation is issued; but if no person is lawfully present on the premises at such time, then the police officer shall have a summons sent by the Magisterial District Judge to the premises. Such citation shall provide for the maximum fine described above for each offense under § 145-14, recoverable in the proceeding before the Magisterial District Judge. Each day that a violation continues shall be considered a separate violation of this article.
