It shall be unlawful to operate a dry-cleaning or dry-dyeing establishment without first having obtained a permit from the Commissioner. Application for such permit shall be on a form supplied by the Commissioner and shall be accompanied by a permit fee. Each such permit or renewal thereof shall expire one year from its date of issuance and may be renewed for a period of one year from date of expiration after application and upon payment of a permit fee. No such permit or renewal shall be issued until the Commissioner, after inspection, has been satisfied that all the provisions of the New York Uniform Code and this article have been complied with.
A. 
Dry cleaning and dry dyeing which include the use of a flammable liquid solvent rated above 25 in the Underwriters Laboratories, Inc., schedule is hereafter prohibited in the City of Yonkers.
B. 
No change shall be made in the solvent used in the equipment to a solvent in a more hazardous class.
