A. 
Regulations. It shall be unlawful for any person in the Village of Belleville to operate or ride a coaster, skateboard, roller skates, sled, toboggan, unicycle or toy vehicle upon which a person may ride in any of the following places:
(1) 
On the sidewalk in a business district.
(2) 
In any public parking ramp or parking lot.
(3) 
On private property, unless permission has been received from the owner, lessee or person in charge of that property.
B. 
Where allowed. Skateboarding on sidewalks is permitted, except as prohibited in this section and otherwise regulated. The operators of skateboards, roller skates and in-line skates must yield to all pedestrians.

C. 
Yield to pedestrians. Operators or riders of skateboards, roller skates, roller skis, or other play vehicles shall yield the right-of-way to other pedestrians using Village sidewalks and shall not otherwise endanger or interfere with normal pedestrian traffic on those sidewalks.
D. 
Roller skis not to be pulled by moving vehicles. No person riding upon any roller skis shall attach the same or himself or herself to any vehicle upon a roadway.
No parent or guardian of any child shall authorize or knowingly permit such child to violate any of the provisions of § 203-1 or 203-3.
A. 
Street operation.
(1) 
Every person when operating a bicycle upon a roadway shall ride such bicycle in single file.
(2) 
No rider of a bicycle shall remove both hands from the handlebars or feet from the pedals or practice any acrobatic or fancy riding on any street.
(3) 
Whenever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway.
B. 
Bicycle parking. No person shall leave a bicycle at such a place or in such a way as to create a hazard to pedestrians, automobile operators or to anyone else.

C. 
Required equipment. Every bicycle, when operated upon a highway, shall be equipped with a brake adequate to control the movement of and to stop such vehicle whenever necessary. Such brake shall be maintained in good working order at all times.
D. 
Display of license. Valid license stickers must be displayed on the bicycle so that they are clearly visible.
E. 
Bicycles not to be pulled by moving vehicles. No person riding upon a bicycle shall cling or attach himself or herself or his or her bicycle to any other moving vehicle upon a street or highway, nor shall the operator of any such bicycle tow or draw any coaster wagon, sled, person on roller skates, toy vehicles or any other similar vehicle on such highway.
F. 
Speed. No person shall operate a bicycle at a speed greater than is reasonable and prudent under existing conditions or in excess of any posted speed limit.
G. 
Operation on sidewalks. No person shall ride or propel any bicycle upon any public street, alley, boulevard or sidewalk of the Village in such manner as to interfere with the rights of other persons using such street, alley, boulevard, or sidewalk.

H. 
Bicycle operation while hearing obstructed. No person may operate a bicycle upon a highway while such operator is using any audio device attached directly to the ear or ears of such operator that materially impairs the ability of such operator to hear traffic signals or warnings.
A. 
Registration and licensing. No person shall operate a bicycle upon any street within the Village unless said bicycle shall first have been properly registered and licensed as herein provided.
B. 
Application. Every owner or operator of any bicycle within the Village shall file with the Police Department an application for registration and license of such bicycle which shall be in such form as said Department shall adopt and shall include the name and address of the applicant, the name of the owner of the bicycle and the serial number of the same. The owner of any bicycle which does not have a serial number stamped upon it shall cause such a number to be stamped previous to application. The application shall be accompanied by payment of a registration fee as prescribed in the Village Fee Schedule. Such registration shall be effective for as long as the licensee owns the bicycle.[1]

C. 
Identification sticker. Upon registration, the Police Department shall issue to the owner of the registered bicycle an identification sticker, numbered to correspond with the registration of the bicycle. The sticker shall be attached to the frame of the bicycle and shall not be removed during the period of registration. In the event of the loss of a sticker, such loss shall be immediately reported to the Department.[2]

D. 
Purchase or transfer of bicycle. Any person who shall purchase a bicycle which is not registered shall make application for registration for the same immediately and before operation within said Village. In the event of sale or other transfer of any bicycle which is registered, the new owner shall, within five days after said sale or transfer, make application for registration, and a new registration and tag shall be issued for the same. The fee in any of these cases shall be as prescribed in the Village Fee Schedule.[3]

Code, titled "Use of Department Properties," describing and defining regulations with respect to use of lands, structures and property owned, under easement, leased or administered by the State of Wisconsin, are hereby adopted, along with subsequent amendments thereto, and by reference made a part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by any Administrative Code section incorporated herein by reference is required or prohibited by this section.[1]
