Tire rebuilding, recycling or storage facilities shall conform to all other applicable requirements of the Town Code, as well as to the following additional provisions.

An operations permit shall be obtained from the Fire Prevention Division to conduct and maintain any tire recapping, recycling, rebuilding or storage facility prior to the start of the operation of said plant or facility. Said permit shall be obtained on an annual basis. The requirement of a permit under this section shall in no way relieve the applicant, owner or operator from the requirements of any other permit, license or special permission or authorization required pursuant to law.
A. 
Tire facilities shall have all floor openings, such as stairs and elevators, enclosed in an approved manner.
B. 
Tire facilities in buildings of wood frame construction shall be separated from other portions of the building by construction having a fire-resistance rating of not less than two hours.
Buffing machines shall be located in a room separated from the remainder of the facility by construction having a fire-resistance rating of not less than two hours, with each door opening protected by an approved self-closing door. Each machine shall be connected to an ample dust-collecting system, discharging to a suitable container which shall be cleaned at frequent intervals.
Each room where rubber cement is used or mixed or flammable solvents are applied shall be equipped with an effective and approved mechanical or natural ventilation system.
