As used in this article, the following terms shall have the
meanings indicated:
Includes every person having a right of proprietorship or
ownership in a dog, and every person who keeps or harbors a dog or
has it in his care, and every person who permits a dog to remain on
or about any premises occupied by him.

The owners of all dogs within the Township shall keep such dogs
confined so that such dogs cannot escape or run at large, or the dogs
shall be firmly secured so that they cannot stray, escape or run at
large.[1]

A.Â
No owner of any dog shall permit such dog to remain in the open and
to howl, yelp or bark for extended periods of time.
B.Â
No owner of any dog shall permit such dog to cause annoyance to the
residents or other persons lawfully in the Township by barking, yelping,
howling or causing any other unseemly noise.
C.Â
No owner of any dog shall permit such dog to injure any person by
biting, jumping on, knocking down or attacking such person.
D.Â
No owner of any dog shall permit such dog to damage or injure personal
property, real estate, shrubs, hedges, flowers or any growing thing
by running over or across such property or by urinating thereon or
defiling the same or by causing excrement to be placed thereon. The
owner or keeper of any dog that deposits excrement on public property
or on private property not belonging to the owner of such dog shall
remove such excrement and dispose of it in a sanitary manner.

Any licensed or unlicensed dog found running at large in the
Township shall be seized and detained by police officers or agents
of the Township and shall be impounded, kept and redeemed or disposed
of as provided in the Dog Law, 3 P.S. §§ 459-302 and
459-303.[1]

Whoever violates any provision of this article shall be fined
not more than $600 and the costs of the prosecution and, in default
of the payment of the fine and costs, shall be imprisoned for not
more than 30 days. A violator shall also reimburse any costs incurred
by the Township for the care of stray dogs that have been picked up
and transported to the SPCA or other authorized facility for accepting
stray dogs within 30 days of notice to the violator of the costs incurred
by the Township.
